Differentiated integration is a collective term that covers all methods of the European integration that do not require member states to participate in every integration project, or that allow member countries to implement policies of the EU at their own pace. In contrast to traditional unitary integration based on the idea that all member states progress at the same time, the rationale of differentiated integration is dependent upon whether member countries have 'willingness and ability'. In the process of deeping and widening of the European integration, member states began to regard differentiated integration as an alternative integration which could supplement unitary integration. Over time, slowly but surely, the processes of differentiated integration replaced the erstwhile processes of unitary integration. Differentiated integration was first implemented by policy makers in the end of the 1970s and formally introduced in the 1997 Amsterdam Treaty. In this background, the article aims at the analysis on differentiated integration. The Economic and Monetary Union(EMU) is largely synonymous with the eurozone of 17 EU member states that have adopted the euro. The EMU is a good example of differentiated integration. Therefore, the study focuses on the EMU. In particular, it is interested to know how the rationales for differentiated integration, 'willingness and ability', are applied to the case of the EMU.
