The purpose of this paper is to share the results of a study that focused on the concept of cosmopolitanism in order to take a look at its implications for the tasks of setting the relevant policies and educational goals especially in a multicultural and global age. To arrive at this aim, the researcher dealt with the following themes: the concept and characteristics of cosmopolitanism, sceptical positions against the cosmopolitanism, and political-educational implications of this concept. The bottom line of this article can be formulated as follows: (1)The concept of cosmopolitanism is considered as a sort of methodological alternative for analyzing the phenomena of globalization from the viewpoint of transnationalization and raising relevant empirical questions. In contrast to the traditional cosmopolitanism based on the ethical or jurisprudential universalism, the social scientific cosmopolitanism tries to present a more realistic category. (2)On the other side, one can also observe some sceptical positions against the cosmopolitanism, which include the perspectives of post-colonialism, elite cosmopolitanism and neo-Schmittianism, and, on their part, refer to the fundamental question about the possibilities of realizing a cosmopolitan democracy. (3)Regarding the political-educational implications of the concept cosmopolitanism, it is necessary to pay attention especially to the development and extension of a cosmopolitan competence or an intercultural competence. In this context one should search for practical and educational approaches or courses of action by focusing on the cosmopolitan or glocal perspective-taking as a central component of the above-mentioned competence. Besides, it seems to be also needed to activate the culture of debate or controversy in order to address the problems of integration in a multicultural or global society.

이 글은 최근 세계시민주의에 대한 주의와 관심이 다시 제고되고 있다는 진단을 배경으로 하여, 세계시민주의에 관한 담론과 동향에 대하여 개관하고, 여기에 기초하여 다문화･세계화시대를 위한 정책적･교육적 과제설정을 위한 함의를 도출하는 데 목적을 두었다. 이 목적에 다가가기 위하여 세계시민주의의 개념과 특징에 대하여 살펴보고, 이어서 세계시민주의의 개념과 접근방안에 대한 회의적인 입장을 다루었다. 그 다음 세계시민주의의 정책적․교육적 함의에 관해 기술하였다. 이상의 논의에서 도출할 수 있는 결론은 다음과 같이 정리할 수 있다. 첫째, 세계시민주의의 개념은 세계화현상을 초 국민적인 관점에서 분석하고 경험적인 문제제기를 가능하게 하는 일종의 방법적 대안으로서 간주되고 있다. 윤리적 혹은 법적 보편주의에 입각한 전통적인 세계시민주의와 비교해 볼 때, 사회과학적 세계시민주의는 보다 더 현실주의적인 개념을 설정하려고 한다. 둘째, 세계시민주의의 개념에 대해서는 탈식민주의의 관점, 엘리트 세계시민주의의 관점, 그리고 신슈미트주의의 관점에서 회의적 입장이 제기되고 있으며, 이것은 결국 세계시민주의적 민주주의의 실현 가능성에 대한 문제제기로 연결된다. 셋째, 세계시민주의의 정책적․교육적 함의와 관련해서는 특히 세계시민주의적 능력 혹은 간문화능력의 함양 및 신장이 요청된다. 그리고 이 능력의 핵심적인 구성요소인 세계시민주의적 관점취득 혹은 세방적 관점취득에 중점을 두고 실천적･교육적 방책을 모색해야 한다. 그리고 다문화사회에서 발생하는 사회통합의 문제를 평화적으로 다루기 위해서 논쟁문화의 활성화가 요청된다.
