The purpose of this study is to analyze junior college ranking systems, and explore the policy implication for improving the quality of junior college education. For this study, we compared three major junior college ranking systems such as College Ranking Project for Financial Assistance, Educational Capacity Enhancement Project, and World Class College Project. Three ranking systems were also analyzed by the evaluation objectives, evaluation methods, evaluation contents/indicators, and utilization of evaluation results. This study may have important implications for junior college ranking systems. It may be summarized as follows. First, evaluation objectives of junior college ranking systems should be changed by the identities and purposes of junior college education. Second, the current relative evaluation method should be supplemented for explaining qualitative differences of junior colleges. Third, the differentiated indicators should be developed by characteristics of ranking projects respectively. Finally, evaluation results should be utilized to satisfy the needs of education consumers rather than the needs of suppliers.

본 연구는 정부가 재정지원과 연계하여 실시하고 있는 전문대학 순위평가제도들을 비교․분석하여, 전문대학 교육의 질적 향상에 기여할 수 있는 개선방향을 모색하기 위하여 수행되었다. 연구대상으로는 정부재정지원 제한대학 평가사업, 교육역량강화사업, 세계적 수준의 전문대학 육성사업 등 3가지 전문대학 순위평가 사업을 선정하였다. 연구 목적을 달성하기 위하여 대학평가의 주요 형태인 인증평가와 순위평가를 비교하고, 평가목적과 평가방법, 평가내용, 평가결과의 활용을 구성요소로 채택하여 분석하였다. 분석을 통하여 다음과 같은 개선방향을 제안하였다. 첫째, 대학의 교육적 책임을 다한다는 측면에서 전문대학이 추구하는 직업교육의 질 향상에 기여하는 방향으로 평가목적의 전환, 둘째, 전문대학의 질적 차이를 설명할 수 없는 서열화라는 상대평가 방식의 보완, 셋째, 순위평가 사업의 특성별로 차별화된 평가지표의 구성, 넷째, 공급자중심의, 정부중심의 평가결과의 활용에서 교육수요자 중심의 생산과 활용의 필요성을 제안하였다.
