The use of tobacco have become important issues in Korean governmental affairs of late. Korean government has been tried to find ways to prevent nonsmokers from being uncomfortable in private and some public places and has had a drastic measure against smoking, ora more accurately, smokers. The world health organization created world tobacco day in 1987 to draw global attention to tobacco use as one of the leading preventable causes of illness. From this motivation, we researched web-driven tobacco abstinence portal as a supporting system for nicotine withdrawal and contributing to the maintenance of cigarette smoking in smokers. This study aimed to prospectively literature survey for tobacco abstinence for tobacco cessation. To implement the portal site, we proposed a methodology architecture for developing the portal site. The network-driven tobacco abstinence portal(NTAP) has been developed on the basis of the proposed methodology architecture using the concept of software components: VOC for user interface, LCO for logical program, and DCO for data set or data base. In addition, for the purpose of verification of usefulness of the NTAP. We performed a system dynamics-driven simulation, and analyse the data to present the implication of the system. This system has proven to be comparable in terms of proportion of smokers smoke free more cost effectively.

건강증진 및 삶의 질 향상을 위한 선진 각국의 ‘금연정책’은 날로 그 중요성이 강조되면서 세계보건기구(WHO)를 중심으로 활발한 금연활동을 전개해오고 있다. 홍보‧교육 강화와 금연구역 및 시설 지정 등 정부는 강력한 금연정책을 펼치고 있으나, 아직까지도 성인남성의 흡연율은 매우 높은 수준이며, 그로 인해 국민의 건강이 위협을 받고 있을 뿐 아니라 의료비 등 경제‧사회적 부담이 증가하고 있는 실정이다. 이에 정부에서는 금연 유도를 위한 비경제적인 조치이외에 담배가격인상 등을 통한 경제적인 조치 등을 통하여 강력한 금연활동과 지역사회중심의 금연 교육, 상담, 치료를 활성화하는 전략으로 지자체, 학교, 직장, 민간단체와 연계한 지역금연프로그램을 마련하여 보건소 금연상담 및 치료프로그램을 제공하고 있다. 보건소 금연클리닉사업, 금연상담전화(Quitline), 그리고 정보화 사회에 기반한 금연포탈 시스템 사업 등이 이에 해당된다. 이러한 필요에 의해 본 논문에서는 일선 보건소 현장에서 이용할 수 있는 금연포탈 시스템을 개발 적용 하였다. 특히 본 시스템의 경우 유무선 네트워크를 기반으로 컴포넌트이론을 이용하여, 일선 현장 요구사항 변화에 따라 재사용과 확장성을 제고할 수 있는 유무선 포탈 시스템으로 개발되었다. 제안된 금연포탈 시스템은 금연에 대한 국민의식과 실천을 유도하며, 흡연예방에 기여할 뿐 아니라 일반인, 금연교육 담당자와 전문가에게 양질의 자료를 제공하고자 컴포넌트기법을 활용하고, 비전에서 설계 및 구현에 이르는 아키텍처 구조와 검증방안을 제시하였다. 이를 통해 소프트웨어 재사용을 활용하고, 각 단계 산출물 정보를 일관되게 적용함으로써 제안된 구현 방안 프로세스는 유사한 목적을 갖는 포털 사이트 구현과 시스템 평가에도 활용될 수 있을 것으로 기대된다.
