The purpose of this study is to examine the factor behind the inefficacy of Korea's National Crisis Management System. In this article I've reviewed previous studies to suggest alternative perspectives, and confirmed what I have learned through actual cases. Results of the study show that the recognition of crises and a control tower are the most significant factors commonly occurring in each case. The separate management of security and disaster crisis can be attributed to inconsistent laws and regulations. Path dependence and selfishness among departments have also partially appeared; Limitations of official materials make it difficult to thoroughly verify, but one can presume that there are considerable effects. Leadership of Crises Management has only been discovered in security cases, but this can certainly be considered a vital factor, as well. Although suggested factors can be influential for some cases, not for some other cases, one can conclude that all have an effect on the National Crisis Management System.

본 연구는 우리나라 국가위기관리 조직체계가 왜 효율적이지 못하는가? 하는 문제의식에서 출발하여 기존 연구를 검토하고 대안적 시각을 제시하였다. 국가위기관리 조직체계가 효율적이지 못한 원인으로 위기에 대한 인식의 문제, 법제도의 문제, 제도의 경로의존성, 부처이기주의, 컨트롤 타워, 위기관리 리더십 등을 제시하였다. 제시한 원인에 대하여 최근의 사례를 통하여 이를 확인하였다. 연구결과, 위기에 대한 인식 문제와 컨트롤 타워는 모든 사례에서 공통적으로 나타나 국가위기관리 조직체계가 효율적으로 발전하지 못하는 가장 큰 원인으로 확인되었다. 안보 분야와 재난 분야의 이원화 현상은 개별적으로 발전해 온 법ㆍ제도의 문제에 기인하는 것으로 확인할 수 있었다. 제도의 경로의존성과 부처이기주의는 부분적으로 확인되었으며, 위기관리 리더십은 안보 분야 사례에서만 확인되었다. 제시한 원인들은 사례에 따라 다소의 차이는 있지만, 모두 국가위기관리 조직체계에 영향을 미치고 있음을 알 수 있다.
