This paper documents the current status of the locally-tailored jobs creation support initiative. The paper furthermore finds out problems faced in the implementation of the initiative and derives policy implications. The locally-tailored jobs creation support initiative created about 20,000 jobs with 84.2 billion won financed into 774 projects from 2006 to 2011. The budget increased 5 times and the employment increased 3 times of the initial amount. The initiative gets more important than ever in local jobs policy. However, the efficiency of the initiative has decreased in that the budget per employment doubled during the period. This paper points out problems faced in the implementation of the initiative such as the gap between the end point and evaluation period of the projects, late starting of the projects due to delayed financing from local governments and the same criteria applied in evaluation for characteristically very different projects. The paper then provides policy suggestions to solve these problems.

본 연구는 2006년 도입된 지역맞춤형 일자리창출지원사업의 개요와 현황을 정리하고 사업추진과정에 나타난 문제점을 파악하여 개선방안을 제시하였다. 지역맞춤형 일자리창출지원사업은 지난 6년간 774개 사업에 총 842억원을 투입하여 약 2만 여명의 지역일자리를 창출하였다. 그동안 사업예산이 5배, 일자리창출규모가 3배로 증가하였고 지역고용정책의 중요한 축을 담당하며 그 중요도가 증대되고 있다. 하지만 고용1인당 투입예산이 2배로 증가하여 효율성은 저하하였다. 본 연구에서는 사업개시와 예산수령시기의 차이, 사업종료시점과 사업평가시점의 차이, 전략산업 인력양성사업과 복지형 일자리창출사업에 대한 동일한 평가기준, 상대평가등급, 광역자치단체와 기초자치단체 사업의 성격 등 사업추진과정에서 나타난 문제점을 지적하고 개선방안을 제시하였다.
