The rural areas have undergone the deteriorations of elderly farmers' income and economic circumstance due to the aging of rural farmers. In order to resolve these problems, the Korean government just initiates the farmland reverse mortgage (Farmland Pension) in 2011 for the first time in the world. This study aims at analyzing the economic effects of Gyeongsangbuk-do regional Farmland Pension using the Regional Input-Output Model. The results note that its economic effects like production inducement, income inducement, value added inducement, and employment inducement are strongly positively related with the four major industries; 'primary metal product', 'education and health', 'real estate and business activities', 'agriculture and food'. And this study concludes that the Farmland Pension can contribute significantly to improve the rural economic conditions and the government should expand this pension system for re-invigorating the rural desperate economy as well as resolving the welfare of rural elderly.

본 연구는 농지연금제도가 지역경제(경상북도)에 미치는 파급효과를 분석하였다. 이를 통해 지역경제의 정책 수립에 활용될 수 있는 기초자료를 제공하는 것을 목적으로 한다. 분석결과 경상북도는 지역 내의 재정과 산업정책, 그리고 고용정책의 종합적인 관점에서 볼 때 정부의 재정을 완화할 수 있는 것은 물론 특히 농림수산품과 도소매 부문에서 고용유발효과가 상당히 높게 나타나 농지연금의 활성화가 필요한 것으로 분석되었다. 또한 이 제도를 통해 고용효과 뿐만 아니라 경북 지역의 산업구조를 고도화하는 계기가 될 것으로 판단한다. 경상북도 지역에 미치는 경제적 파급효과에서 농지연금의 가입비율이 2.6%일 경우에도 지역경제에 미치는 경제적 파급효과가 큰 것으로 나타났지만, 이 보다 높은 30.8%일 경우에는 더욱 큰 경제적인 파급효과가 있는 것으로 추정되어 가입비율이 높으면 높을수록 지역경제에 미치는 긍정적인 파급효과가 큰 것으로 분석되었다. 이러한 결과는 농지연금이 농촌노인들의 생활편익을 증진하는 것은 물론, 지역경제의 활성화에 도 크게 기여하는 것으로 분석됨에 따라 정부는 농지연금을 보다 확충하여, 국가재정의 완화와 농촌노인복지 및 영농구조조정 뿐만 아니라 지역경제발전에도 기여할 수 있도록 유도해 나가는 정책이 바람직할 것으로 판단한다.
