The purpose of this study is to suggest methods of expertise reinforcement of local governments due to the transfer of contract authority into local governments. This study examines current conditions and problems of contract office works of SMC government and suggests methods of expertise reinforcement. This study suggests four methods of expertise reinforcement. First, regarding the expertise of contract team, the number of contract officials in contract team should be increased by hiring external contract specialists from outside of organization. In addition, the career of contract officials should be managed by the human resource management system. Second, the study suggests the enlargement of organizational size. The contract team needs to be restructured by dividing into two sections, contract section and contract inspection section. The contract inspection section will be reduced in part and outsource works related to the cost examination to the external specialist group. Third, it suggests the enhancement of the linkage between contract organizations. The contract inspection section and technical inspection section should be integrated. By doing so, the SMC government can relocate the surplus personnel and increase technical competency. The last suggestion is the reinforcement of the responsibility by establishing the contract department that integrates all procedures of contract office works such as those of contract team, contract judging manager section, and technical judging manager section.

한국의 지방분권논의는 제도적 차원에 머물고 있고, 정책적 차원이나 법령적 차원에서 구체적인 논의가 되고 있지 않아 겉도는 느낌이 강하다. 그러나 지방계약행정분야에서는 계약사무의 자율화를 통해 계약사무의 분권이 이루어졌다. 이 점은 지방분권차원에서 매우 높이 평가할 선도적인 사례라고 할 수 있다.그럼에도 불구하고,구체적인 구조를 분석해 보면, 여전히 집권적인 현상이 나타나고 있고, 지방정부는 중앙조달행정에 의존적인 행태가 나타난다. 이는 계약사무자체는 자율화되었지만, 계약사무를 둘러싼 감사제도, 지방정부의 조직역량,직무수행의 책임역량,지방행정시스템 등에서 여전히 의존적이기 때문이다. S시의 사례를 바탕으로 지방계약조직의 역량강화를 위한 방안을 제시하고자 한다.
