The purpose of this paper is to measure the extent of distortions in the National Assembly electoral apportionment in Korea. The paper estimates the Gini coefficient for the distribution of political inputs among voters. Each voter in the district with m voters is assumed to possess 1/m amount of political input. The paper calculates the political Gini coefficient using the election data in the 16th, 17th and 18th National Assembly elections, respectively. The political Gini coefficient for each election is calculated as 0.1721, 0.1334 and 0.1358, respectively. The paper also assesses the extent of potential distortion in policy caused by the distortion in the National Assembly electoral apportionment. Agriculture and service industries tend to be over-represented while manufacturing industry tends to be underrepresented in political inputs.

한국의 국회의원 선거구 획정은 상당히 왜곡된 것으로 평가되고 있다. 본 논문은 국회의원 선거구 획정의 왜곡도를 실증적으로 분석한다. 먼저, 국회의원 선거구 획정의 왜곡도를 지니계수(Gini coefficient)를 이용하여 측정한다. 국회의원 1명을 선출하는 선거구에 m명의 유권자가 존재하면 국회의원수를 단위로 하여 각 유권자는 1/m의 정치적 투입을 보유하고 있는 것으로 보고 유권자별 정치적 투입의 분배상태를 지니계수를 이용하여 측정하는 것이다. 지니계수는 유권자별 표의 등가성에 대해 보다 객관적인 평가와 비교를 가능하게 하며, 정치적 투입의 분배 상태와 소득 및 자산의 분배 상태와의 비교도 가능하게 한다. 다음으로 선거구 획정의 왜곡이 정책결정과정에서 산업별로 부여되는 가중치에 미치는 잠재적 왜곡 효과를 측정한다. 부가가치비중에 비하여 농업과 서비스업이 과대 대표되고 제조업이 과소
