Human history has evolved from a society of anarchy where conflict technology to exercise power was distributed among individuals towards a state society where it was concentrated to the state. In the meantime, economic system has been transferred from a communal society where production technology was shared among them towards a specialized society where it was asymmetrically distributed among them. Western states which is based on the strong property rights has been resulted from the monopolization of conflict technology combined with specialization of production technology. For the property rights to be established, both monopolization of conflict technology and specialization of production technology are needed to brought forth. These right are not expected to be formed from the agrarian society where division of labor is weak. Monopolization of conflict technology, contrary to the monopolization of production technology, reduces deadweight loss incurred when investment is performed in production technology. There are two endogenous institutions that can be related with relatively democratic and open political system, those are ʻstable anarchyʼ and ʻcapitalist democracyʼ. While the former reflects a low and inefficient economic development, the latter reflects a good economic performance. Dictatorship or insufficient democracy remains on the border between the low and high economic development.

인간의 역사에서 정치체제는 폭력을 행사하는 갈등기술이 개인들 사이에 분산되어 있는 무정부 상태로부터 국가에 집중되는 독점화형태로, 그리고 경제체제는 생산기술이 개인들 사이에 대칭으로 분산되는 상태로부터 비대칭으로 분산되는 전문화 형태로 진화되어 왔다. 강한 사유재산권을 바탕으로 하는 서구국가는 폭력, 즉 갈등기술의 독점과 그리고 생산기술 의 전문화, 이 두 가지가 결합하여 진화한 정치경제체제이다. 비교적 민주주의적이고 개방된 정치체제와 관련이 있는 두 가지의 내생적 제도는 갈등기 술과 생산기술이 사람들 사이에 대칭으로 분산된 ʻ안정된 무정부ʼ와 비대칭으로 분산된 ʻ자 본주의적 민주주의ʼ이다. 그러나 ʻ안정된 무정부ʼ는 비효율적이고 저수준의 경제발전을 반영 하지만 ʻ자본주의적 민주주의ʼ는 양호한 경제성과를 낳는다. 대신 정치적 갈등기술은 독점 화되어 있으나 경제적 생산기술이 여전히 대칭으로 분산되어 있는 ʻ노예제와 독재체제ʼ는 낮은 경제발전의 단계와 높은 경제발전의 경계에 놓여있는 사회에 속한다.
