If a government unit becomes smaller through decentralization, the preferences of the voters will be more fully satisfied in the smaller government. Shareholders, entrepreneurs, managers, and workers will fulfill their preferences more satisfactorily as voters. If the number of government units becomes larger through decentralization, citizens and entrepreneurs will be able to vote with their feet, thereby satisfying their preferences more fully, and making the local governments more responsive to the wishes of the enterprises. This will promote the activities of enterprises. If local governments become more competitive, government agencies in each government unit will try to contract out their activities to private enterprises to enhance the efficiency in service provision, in which case the business activities will be more intensified. In a smaller government, the size of the rent will be smaller, and the vote trade among legislators and businessmen will be more easily exposed. These will reduce the incentives for the entrepreneurs to rent-seek. Moreover more numerous governments will give more opportunities for the efficient enterprises to vote with their feet, thus reducing rent seeking.

지방 분권화를 통해 지방 정부 단위가 작아지면 유권자의 선호가 더욱 잘 충족될 것이다. 기업의 구성원인 주주와 기업가, 경영자, 근로자들도 유권자로서 자신의 선호가 더욱 잘 충족될 것이다. 지방 분권화를 통해 정부 단위들의 수가 많아지면 주민들과 기업들은 발에 의한 투표를 할 수 있게 되어 더욱 더 선호를 충족시킬 수 있을 뿐만 아니라 지방 정부들 간에 조세 및 서비스 경쟁이 더욱 활성화될 것이다. 그 결과 기업 활동은 더욱 활발하게 이루어질 것이다. 지방 정부들 간에 경쟁이 활발해지면 지방 정부 내 정부 기관들은 효율적인 서비스 공급을 위해 다른 정부 기관들이나 민간 기업들에 외부 위탁하려 할 것이고, 공급자들 간에 서비스 경쟁이 치열 해지면 정부 기관이 서비스를 특히 민간 기업에 외부 위탁하거나 민영화하는 일이 늘어날 것이다. 그 결과 기업 활동은 더욱 증대할 것이다. 지방 분권화로 정부 단위가 작아지면 정부로부터의 지대의 크기가 작아져 민간은 지대 추구할 유 인이 적어질 것이고, 규제가 적은 정부 단위로 발에 의한 투표를 할 수 있으므로 지대 추구할 필요 가 적어지며, 거래와 지대 추구가 있는 경우 쉽게 적발될 수 있어 지대 추구가 억제될 것이다. 이와 같이 지방 분권화는 기업의 자유를 증대시킨다.
