The East Asian societies have followed a pattern different from those of the Western Europe. The most remarkable differences are in political economy and sciences. In case of Korea, the government form has been specified as liberal democracy in its Constitution, and the Korean society has been developing within this framework. However, a continuous progress will be possible when liberalism finds its roots in the Korean society. To become a politically and culturally leading nation, Korea should achieve two tasks. One is to fully understand the spirit of the western science and to reflect this in education. The other is to eliminate rent seeking and abuses of mass democracy. In this paper, I define liberalism as the analytical study of the liberal order in society.

동아시아는 서양의 경우와는 다른 사회발전과 근대화를 겪어 왔다. 가장 큰 차이점은 정치경제와 과학에 있다. 한국의 경우, 자유민주주의가 헌법에 명시된 정부형태이며, 이러한 테두리 속에서 발전하여 왔다. 그러나 한국사회가 계속 발전하여 사회적•문화적으로 창조적인 선진국이 되려면 자유주의(Liberalism)가 한국사회에 정착되어야 한다. 그러기 위하여, 한편으로는 서양의 과학정신을 철저히 이해하고 교육하는 것이고, 다른 한편 대중적 민주주의를 이용한 rent-seeking을 경계하여야 한다. 이 글에서 자유주의는 고전적 자유주의를 말하며, 개인의 자유에 기초한 사회질서의 구조를 연구하는 것이다.
