It is natural that there is a free flow of people, goods and capital in a free international city. Thus, the second chapter of this paper deals with some phenomena in the exchange of culture that will occur in Jeju Free International City. The spread and reception of culture have three types: rejection of culture, complete reception and partial reception. If we don't reject culture, we must recognize a change in the cultual acceptance. Therefore, the cultural exchange can be done to the extent that we don't the Korean culture.
In chapter 3, this paper discusses the necessity of teaching practical Korean language skills such as listening, reading and writing, instead of focusing on knowledge of Korean language, and also the necessity of increasing the hours of teaching Korean in order to preserve the Korean language. Korean government, including journalists and editors should try to correct the contaminated usage of Korean.
