Confidence in policies and formation of social capital through cooperative network among citizens can improve fire safety awareness and such improvement of fire safety awareness can promote cooperation between government and citizens and lead citizens to actively participate in fire safety by making them trust in policies. In addition, confidence in policies and formation of social capital through cooperative network among citizens can make a contribution to forming complementary relations in which citizens make up for the weakness of state in deciding and enforcing policies. This study examined usefulness of social capital by considering social capital that is receiving new attention. This study assumed that social capital can have a positive influence on reducing fire damage by improving fire safety awareness. A survey on social capital for citizens residing in Daejeon and Gwangju was conducted to propose effective ways of fire safety. The result of this study revealed that continuous publicity and safety education are important to develop trust between fire service organization and citizens and between citizens and formation of voluntary network through trust and cooperation can vitalize social capital which will improve fire safety awareness and education and publicity on fire safety can improve fire safety culture by making people trust in state. Mandatory subscription to fire insurance, opening up a road for fire engines, installation of single station smoke alarm were proposed as ways of institutional fire safety based on nonmaterial reciprocality.

정책에 대한 신뢰와 시민 간의 협력적 네트워크 통한 사회자본의 형성은 소방안전의식 향상을 기대할 수 있으며, 이러한 안전의식 향상은 다시 정부와 시민간의 협력관계를 활성화 시켜 국가의 정책을 신뢰하여 시민의 적극적인 참여를 유도할 수 있다. 또한 정책을 결정하고 집행하는 것에 있어서 국가가 중심이 되는 것이 아니라, 국가의 한계적인 부분을 시민이 보충해 나가는 상호보완적인 관계가 형성하는 것이다. 본 연구는 인적․물적 자본을 지나 새롭게 주목 받고 있는 사회적 자본의 고찰을 통해 사회적 자본의 유용성을 살펴보고, 사회자본이 소방안전의식 향상을 통한 화재피해 저감에 긍정적인 영향을 끼칠 수 있다고 가정하였다. 이를 바탕으로 대전과 광주의 시민을 대상으로 사회자본에 대한 설문조사를 실시하여 효과적인 소방안전 방안을 제시하였다. 연구의 결과 소방과 시민 간, 시민과 시민간의 신뢰를 형성하기 위해서는 지속적인 홍보와 안전교육이 중요하며, 신뢰와 협력을 통한 자발적 네트워크의 형성은 사회자본의 활성화를 불러일으켜 사회전반에 소방안전의식을 제고하게 될 것이다. 또한 소방안전 교육과 홍보를 통하여 국민이 국가를 신뢰하게 되면 소방안전문화는 확산될 것이다. 한편 비물질적 호혜성에 기반을 둔 제도적 소방안전 방안으로 화재보험 가입 의무화, 소방차 출동로 길터주기, 단독경보형 감지기 설치 등을 제시하였다.
