In case of rapid unification of Koreas, preparations and necessary for new welfare administrative requirements that will emerge in regards to integration of the two systems which have become very different from one another over the course of national division.

본 논문은 '통일의 시나리오'를 분석해보고 돌발적인 통일 상황에 따른 조직 및 기능 모형을 논의함으로써 통일에 대비한 '남북한 사회복지정책 통합방안(南北韓 社會福祉定策 統合方)을 분석하여 이질화(heterogeneity)된 체제통합 문제와 관련하여 발생될 새로운 사회복지 수요에 대한 사전 준비를 논한다. 즉 남북한 사회복지(社會福祉)를 전담하던 기구의 처리와 통합 문제, 기존 남북한 복지정책에 의해 수혜(受惠)를 받던 수혜자에 대한 조정문제 등과 같은 새로운 과제 해결을 위한 특별 복지정책의 연구 등이다. 특히 무력을 관리하는 군 통합정책 중 인력 통합에 관하여 방안을 제시하였다.
