The purpose of this study was to analyze the problems of local education authorities with disputes to suggest the future direction of cooperation between local education authorities and general authorities focusing on the Council of Educational Administration. In order to achieve the purpose of the study, we analyzed 389 sheets of research questionnaire (six questions) with frequency analysis. The research results are as follows. First, the cooperation between local education authorities and general authorities is needed. Second, the Council of Educational Administration should be more. Third, province governors should communicate more actively with local superintendents of education. Fourth, a division related with education should be made in the provincial offices. Fifth, educational finance budgets should be discussed in the perspective of budget distribution and budget support efficiency. Further, separation of decision making functions from execution functions, local area consideration when distributing budgets, and reform direction’s validity should be acquired.

본 연구는 지방교육자치와 일반자치의 연계협력 활성화 방안을 찾기 위하여 지방교육행정협의회 운영을 중심으로 관련 논쟁점을 지방교육자치의 발전, 연계협력 체제의 현황과 문제점, 개편 방향 측면에서 분석하였다. 설문조사는 여섯 문항으로 총 919부를 배부하여 389부를 빈도 분석하여 연계협력 활성화 방안 제시에 활용하였다. 분석결과는 문제점으로 자치제도의 집행기구와 의결기구 구조 연계, 시․도지사와 교육감 선거제도, 지방교육행정협의회 운영, 재정운영 등을 제기하였다. 협의의 연계협력 활성화 방안으로는 첫째, 지방교육자치와 일반자치의 효과적인 협력 운영, 둘째, 지방교육행정협의회 운영의 활성화, 셋째, 교육감과 시․도지사의 협력 운영, 넷째, 시․도청 교육담당부서의 구성, 다섯째, 교육재정 투자 효율화를 위한 협력 등에 대하여 제시하였다. 더 나아가 광의의 대안으로 의결기관과 집행기관의 분리, 교육재정의 확보와 배분 시 지방 중심 고려, 개편 방향 논의의 객관적 타당성 확보 등을 제시하였다.
