This paper examined the Teacher Research Sabbatical(TRS) in Korea, analyzed the needs from teachers in sabbaticals, and presented directions for its improvement. After reviewing the literatures on the systems of overseas countries and their effectiveness, this paper analyzed data of TRS in year 2011. The results showed that most of the Provincial Education Offices offered the teachers, who were mostly dispatched to universities, 12-month sabbaticals including overseas training, and that the average teaching experience of them was 18 years. The teachers in the sabbatical years were concerned about how to develop their professional careers and asked to design more diverse training programs aligned with their future careers such as master teaching, supervising or school managing roles. The proposals for its improvement are: the diverse training programs considering future career paths of teachers; the active use of teacher dispatch system to research and other institutions for their professional development; and the adoption of teacher portfolio system and support for organization of learning communities.

본 연구는 학습연구년 제도에 대한 국내외 선행연구와 해외 운영 사례를 살펴보고, 국내 운영 현황 분석, 참여 교사들의 의견 분석을 기초로 제도 발전을 위한 개선 방향을 제안하였다. 우선 2011년 교육청별 학습연구년 운영 분석 결과, 모집인원(405명) 대비 신청자(667명)의 비율이 1.6명 수준이었다. 참여 교사의 평균 교직 경력은 18년이었으며, 대부분 교육청은 이들에게 12개월의 연구년 기간과 대학 파견 연수, 해외 연수 기회를 제공하였다. 참여 교원들은 향후 자신의 교직경로를 고민하고 있었으며, 보다 다양한 연수프로그램을 기대하고 있었다. 본 연구가 제시한 개선 방향은 첫째, 프로그램 다양화와 교사의 교직 경로를 반영한 프로그램 설계, 정부 및 민간 참여 등 연수 기관의 다양화, 선발 과정의 전문성 및 공정성 제고이다. 둘째, 연수 및 파견 제도의 전반적 정비와 함께 현행 연구와 연수를 위한 파견 근무 조항을 활용하여 교사의 경력 개발을 지원할 것을 제안하였다. 셋째, 참여 교사들이 사후에 학습 공동체를 구성하고 학교의 학습 조직화를 이끌 수 있도록 지원하고, 학습연구년 제도를 통해 교원 포트폴리오를 확산하여 교원의 전문성 신장 노력을 기록 관리하는 체제를 정착할 것을 제안하였다.
