This essay aims at studying the tasks and models of municipal police system from the perspective of the Municipal Administration System Restructuring Committee. As of now, the Lee Myung-bak government is actively addressing the reorganization of the municipal administration system. It is highly likely that the policy of the municipal police system to be introduced in our country will be changed in the future as well, depending on how the municipal administration system will be restructured in our country. Up to now in our country, the government’s model has been confronted with Assemblyman Gi-jun Yu’s model as the models to introduce the municipal police system to our country.
However, both models have been discussed without an agreement for the time being. The Municipal Administration System Restructuring Special Committee of the 18th National Assembly quickly passed the so-called “Bill of the Special Act on the Municipal Administration Restructuring” on April 27, 2010. Clause 2 and 3 of Article 40 in this act clearly provide that the government shall carry out the municipal police system. Accordingly, the ‘Municipal Police System Subcommittee” under the Municipal Administration System Restructuring Committee which belongs to the President was launched in August 2011 to build up the legal grounds and forge out new models in an attempt to introduce the municipal police system. The picture on the municipal police system in our country will be outlined according to the plan for the municipal police system around October 2012 by the “Municipal Police System Subcommittee” under the Municipal Administration System Restructuring Committee. It is expected that the plan for the newly established municipal police system will be applied to the basic municipalities across the country from the new government which will be launched in February 2013.
Up to now, the largest obstacle to introduce the municipal police system is thought to be the national police. However, the national police are now considered in favor of introducing the municipal police system to our country to some extent unlike that in the past. It is necessary to open up an age of mutual competition for the improved security service for people between the national police and municipal police after the municipal police system is introduced in the future.

본 논문에서는 지방행정체제개편추진위원회를 통해서 본 자치경찰제의 과제와 모델을 고찰하고 있다. 현재 이명박 정부는 지방행정체제의 개편을 활발하게 추진하고 있다. 우리나라 지방행정체제가 어떻게 개편되느냐에 따라 향후 우리나라에 도입될 자치경찰제도도 그 방향이 달라질 가능성이 크다. 지금까지 우리나라에는 자치경찰제 도입을 위한 모델로서 정부모델과 유기준 의원 모델이 대립해 왔다.그러나 그동안 양자는 합의를 이루지 못한채 논의만 계속되고 있다.
제18대 국회의 지방행정체제개편특별위원회는 2010년 4월 27일 소위「지방행정체제개편에관한특별법안」을 전격 의결했다. 이 법안의 제40조 제2항과 제3항은 국가는 자치경찰제를 실시하여야 한다고 명시하고 있다. 이에 따라 2011년8월에 대통령 소속 지방행정체제개편추진위원회 산하에「자치경찰제 소위원회」가 출범하여 자치경찰제를 도입하기 위한 법적토대를 구축하고 새로운 모델을 만들어 내는 작업을 진행하고 있다.
이제 우리나라 자치경찰제는 지방행정체제개편추진위원회 산하의「자치경찰제 소위원회」로부터 2012년 10월쯤 나오는 자치경찰제 방안에 따라 그 윤곽이 잡히게 될 것이다. 새로이 만들어지는 자치경찰제 방안은 2013년 2월에 출범하게 될 새 정부로부터 전국의 기초자치단체에 적용시키게 될 것으로 예측된다.
지금까지 자치경찰제를 도입하는데 있어서 가장 큰 걸림돌은 국가경찰이었다고 본다. 그러나 국가경찰도 과거와는 달리 이제는 우리나라에 자치경찰제가 도입되는데 있어 어느 정도는 찬성하고 있는 것으로 보인다. 향후 자치경찰제가 도입되어 국가경찰과 자치경찰이 국민의 치안서비스 향상을 위해 서로 경쟁하는 시대가 창출되어야 한다.
