Park Won-soon, an independent candidate, defeated Na Kyung-won of the ruling Grand National Party in the 10.26 Seoul mayoral by-election. The reason a new face Park Won-soon was able to be elected is because of the power of SNS. This seems to explain the conversion effect. However, We cannot conclude that he won the election because of the single reason of SNS. This study reconstructs SNS’s influence based on Twitter activities of candidates, Twitter communities surrounding candidates, and Twitter activities of voters. This study found that Park Won-soon was more active in Twitter activity and had more predominant community network in the election. Also, the tide of opinions in Twitter works for him. However, It is not easy to conclude that SNS has the power to change voter’s political attitude. The influence of SNS in the 10.26 by-election should be discussed multidimensionally. The election result is associated with the single candidacy agreement with Ahn Cheol-soo, the consolidation of opposition groups, and the strength of public opinion on political reforms. In that sense, minimal effect theory or moderate effect theory are persuasive explanations than powerful effect theory to explain the 10.26 Seoul mayoral by-election.

10.26 서울시장 재․보궐선거에서 무소속 박원순 후보가 한나라당 나경원 후보를 이기고 서울시장에 당선되었다. 정치신인 박원순 후보가 당선될 수 있었던 이유는 SNS의 힘이었다. 본 연구는 후보자의 트위터 활동, 후보자를 둘러싼 트위터상의 커뮤니티, 유권자의 트위터 활동이라는 3가지 분석틀을 토대로 10.26 재보선에 나타난 SNS의 영향력에 대한 기존 분석들을 체계적으로 정리하여 보여준다. 10.26 재보선에서 박원순 후보의 적극적인 트위터 활동과 우세한 커뮤니티 관계망, 그리고 트위터 공간에 흐르는 여론은 박원순 후보에 유리하게 작용하였다. 그러나 개변효과의 주장처럼 SNS가 나경원 후보를 지지하던 유권자의 태도 변화까지 이끌었다고 보기는 어렵다. SNS가 10.26서울시장 재보선 선거에 미친 영향력은 안철수 원장의 단일화 선언, 야권의 전폭적인 지지, 기성정치의 변화를 요구하는 선거구도 등 여타 요인들과의 상관관계 속에서 다차원적으로 설명해야 할 것이다. 그런 점에서 10.26재보선에서 강효과 이론보다는 소효과 이론 혹은 중효과 이론이 좀 더 설득력이 있다고 볼 수 있다.
