The 18th National Assembly was closed on May 29th 2012 with its many of mis-behaviors and disappointments. The paper dealt with the ways to improve the MPs’ behaviors and institutions in the new Assembly so as for them to be further faithful for the parliamentary democracy and people’s will. The subjects focused on the paper are as follows: the earlier execution of parliamentary investigation(oversight) activity, further faithful budget deliberation, MPs-centered Assembly, review of ruling party’s conference with the government, end to violent Assembly precedents, activation of the Assembly Ethical Committee, introduction of a new Assembly Lobby Act, and so on. Finally, the paper referred to the roles and participation of the voters, the press and civic organizations as a bio-political environment for the advanced Assembly and MPs.

지난 제18대국회가 각종 오명(법규 미준수, 몸싸움, 단상점검, 공중부양, 폭력사태, 최루탄 가루살포 등)을 안고 폐막된 바 있다. 2012년 5월 30일에 임기를 시작한 제19대 국회는 보다 대의정치에 충실하고 한층 선진화하기 위한 국회의원들의 행태와 제도개선문제를 다루었다. 우선 새 국회는 국회법에서 명시한 각종 규정을 준수함으로써 정상화를 찾을 수 있으며, 그 다음에 여러 가지 행태적, 제도적 개선을 모색하였다. 연구대상으로는 국정감사의 조기실시, 예산심사의 충실화, 국회의원 중심의 국회운영, 여당의 당정협의회 문제점, 당론적용의 문제점, 법사위원회 체계자구심사권 남용문제, 폭력국회 방지를 위한 대안모색, 윤리특위의 활성화 문제, 정치자금 투명화를 위한 국회로비법 도입 등의 정책을 연구하였다. 끝으로 국회와 국회의원의 선진화를 위해서는 제도개선만이 아닌 정치생태환경으로서의 유권자, 언론, 시민단체의 참여와 역할에 대하여 논하였다
