The purpose of this study is to analyze factors of global and domestic increases in industrial espionage by insiders of an organization and present their policy implications to prevent the spread of internal industrial espionage. If we confine the definition of insider industrial spies to the legal or institutional framework, we are faced with the obvious contradiction of heavily punishing industrial spies who work for foreign competitors, whereas such penalties are minor for the spies working for domestic companies. This study analyzes the reasons of increasing industrial espionage by an insider not only by looking at legal and institutional ambiguities but also by theoretically basing its analysis on interorganizational learning among multinational corporations. This paper also discusses the limitations of existing research and proposes policy implications based on the findings.

이 연구의 목적은 최근 국내외적으로 증가하는 조직 내부의 산업스파이의 증가 요인을 분석하여 어떻게 하면 내부 산업스파이의 확산을 방지하는 가에 대한 정책적 시사점을 제시하는 데 있다. 내부 산업스파이를 법적 혹은 제도적 틀에서 정의하다보면, 자국의 기업이 해외 기업의 정보원으로부터 기술을 불법적으로 입수한 경우에 대한 수사나 처벌은 미미한 반면, 자국 기업의 기술 유출에 대한 경쟁국 산업스파이에 대한 수사나 처벌이 강화되고 있는 경향이 뚜렷해 상당한 모순점을 야기 시키고 있다. 이 연구는 내부 산업스파이가 증가하는 요인을 이러한 법적 제도적 애매성뿐만 아니라, 각국 기업의 조직간 학습이라는 개념에 바탕을 두고 왜 내부자에 의한 산업스파이 활동이 증가하는가를 분석하였으며, 연구결과의 의미를 살펴보고 기존 연구의 한계점 및 정책적 시사점을 제시하고자 하였다.
