Police Scientists, criminologists, sociologists, psychologists, philosophers and academics from different fields of science have produced a great number of scientific reports on surveys and projects concerning practical and theoretical topics of police, policing and police training after 1980s in Korea. But there has been a little concern about the establishment and the origin of Korea Modern Police. This article is primarily a study in the establishment and the origin of Korea Modern Police. It is argued that Korea Modern Police originated in Japanese Modern Police about the identity of Korea Modern Police. But Korea Modern Police have reconsidering the concept and role of background disciplines of subjects in the subject of police Science and approach method since 19th century. This study comparatively analyzed the origin of modern police in Japanese Modern Police. The conclusions of this study is summarized as follows. Firstly, the origin idea of the Korea Modern Police is originated from the Modern Police of United Kingdom. Modern Police of United Kingdom had effected on establishing Korea Modern Police. Secondly, in 1894 during the Gabo(甲午) reforms, when Korea adopted from Japan the concept of policing based on administrative law from the continental legal tradition of France and Germany. Thirdly, the idea of Yoo Gil-Jun contributed to modernize the police organization of Chosun Dynasty. Thank to the idea of Yoo Gil-Jun, Korea Modern Police was established to help people and had secured Chosun Dynasty. Korea Modern Police had played the principal role in modernizing the government of Chosun Dynasty and developing Chosun Dynasty.

근대경찰의 창설이념과 기원을 찾고, 우리 경찰의 정체성과 역사성을 확립하는 것은 매우 중요하고 필요하기 때문에 근대경찰에 관련된 제반 연구자료를 바탕으로 보다 체계적으로 근대경찰의 창설배경과 그 이념 및 조직을 고찰하였다. 본 연구에서는 근대경찰 성립기의 시대적 상황분석을 통해서 갑오개혁 및 을미개혁 당시의 근대화 정책추진 상황을 제시하였다. 이를 통해서 근대경찰이 성립되던 구한말의 혼란한 시대상황과 청과 일본의 내정간섭 상황을 파악할 수 있도록 하였다. 또한 개화파 관료들의 근대경찰 성립 구상을 통해서 근대경찰 이전의 포도청 제도가 직면한 문제점과 위생(衛生)ㆍ치도(治道) 등 문명개화를 위한 강력한 치안유지를 행사할 수 있는 경찰기구 창설을 위해서 어떠한 노력들이 있어왔는지를 분석하였다. 특히 갑오개혁 이전 1881년 조사시찰단(朝士視察團)의 보고내용과 박영효의 순경부(巡警部) 설치내용을 서술하였다. 대다수의 학자들은 근대경찰인 경무청이 일본의 영향을 많이 받았기 때문에 그 창설의의가 부족하며, 독자성을 인정하기에는 미흡하다고 인식하였다. 이에 대해서 개화파 관료들의 근대경찰 창설추진 노력이 어떻게 이루어졌는지를 분석하였다. 특히 최초의 근대경찰인 경무청의 창설에 큰 영향을 미친 유길준의「서유견문(西遊見聞)」<순찰(巡察)의 규제(規制)>의 내용을 소개하면서 근대적 경찰제도를 ‘치안유지’와 함께 ‘개명(開明)한 진보’를 위한 중요수단으로 인식하고, 우리 근대경찰의 창설 목적은 ‘민생(民生)의 복지(福祉)와 안강(安康)’에 있었음을 알 수 있었다. 즉, 우리의 근대경찰은 유길준의 ‘민생(民生)의 복지(福祉)와 안강(安康)’이라는 민주성과 시민보호라는 이념으로 창설되었으며, ‘조선자강(朝鮮自强)의 근대(近代)’를 위해서 근대경찰은 강력한 치안유지 활동과 함께 문명개화를 위한 매우 다양한 활동을 하였음을 알 수 있었다. 따라서 본 연구는 최초의 근대경찰인 경무청이 일본과는 다른 ‘민중적(民衆的)ㆍ민주적(民主的)’ 경찰상 구현이라는 이념으로 근대 경찰제도가 창설되었으며, 이를 통해서 우리 근대경찰인 경무청의 창설의의는 매우 높으며, 민주적이고 국민을 위한 전통성을 갖고 있음을 제시하였다.
