The purpose of this study is to inspect the strategies for school violence and suggest effective alternative policies. For the Research, First, I investigated the theoretical background for the causes and prevention of school violence, also researched various literatures for the response strategies of other countries. Second, I analyzed data about the police response to school violence and media resources, and then discussed the effectiveness of response strategies and theoretical relevance. And I proposed some policies for the effective police response. Looking into the main contents of the analytical results, in Precautionary Steps of school violence, it is needed that the legal and institutional measures to attract the participation of the local residents, and the expansion of crime prevention education. In Corresponding phase, the improvement of the report system through 'Safety Dream' portal is evaluated positively, and the dedicated people and organization focusing on the relationship between the school are required. In post-action phase, the protection and assistance of victims, public relations and active interests as well as an action on offender of school violence are needed. In the policy proposal, I researched each government institutions' school violence response strategies, organizations and personnel management, and then suggested the introduction of CPTED strategies and making the legal basis for School Police Operation to supplement the instability of man power-oriented school violence prevention strategies.

이 연구의 목적은 학교폭력에 대한 경찰의 대응전략들을 점검하고, 효과적인 대응을 위한 정책적 대안들을 제안하는데 있다. 연구방법은 첫째, 학교폭력의 원인과 예방에 대한 이론적 배경과 외국의 학교폭력 대응전략을 살펴보기 위해 각종 문헌을 고찰하였다. 둘째, 학교폭력에 대한 경찰의 대응자료 및 언론자료를 분석하고 대응전략의 실효성과 이론적 관련성을 논의하였다. 그리고 효과적인 경찰대응을 위한 정책적 방안을 제안하였다. 분석결과의 주요 내용을 살펴보면, 학교폭력의 사전예방단계는 지역주민들의 참여를 유도할 수 있는 유인하기 위한 법적·제도적 지원방안과 범죄예방교육의 확대가 필요하다. 현장대응단계는 ‘안전드림’ 포털을 통한 신고방식의 개선은 긍정적이며, 전담인력의 편성은 학교와의 관계에 중점을 두어야 하며, 전담조직의 편성이 필요하다. 사후조치단계는 학교폭력 가해자에 조치와 함께 피해자의 보호와 지원에 대한 적극적인 관심과 홍보의 필요성이 있음을 확인하였다. 정책적 제언에서는 정부기관별 학교폭력 대응전략들과 활동조직 및 인력의 통합적 관리방안과 인력중심의 학교폭력예방 전략의 불안정성을 보완하기 위해 환경개선중심의 대응전략의 도입, 그리고 배움터 지킴이 운영에 대한 법적근거의 마련을 제안하였다.
