Road traffic brings us a lot of convenience and advantages. On the other hand, it threats our lives, body, and properties. However, we cannot live without it, so making it more appropriate and convenient is the right and obligation that the nation and all of the people who use road traffic have. For this, each country attempts to build such a road traffic culture by setting laws related with road traffic. For example, England has very developed traffic culture due to industry revolution and still makes many efforts to make sure traffic safety. By understanding the traffic culture of England, we can take a direction into which Korean traffic culture should head. To do that, it is our priority to know the features of road traffic-related laws, because most of institutions begin from the establishment of law and are systematized, leading to shaping safe traffic environment. In this view, we cannot think that Korean road traffic law is systematic. Road traffics in Korea have showed some problems in the process of rapid industrialization and development of city traffics. In order to deal with those problems, we should set up well organized road traffic law suitable for our country by analyzing specifically road traffic law of England.

도로교통은 우리에게 많은 편리성과 이익을 가져다 주고 있으나, 한편으로는 우리의 생명과 신체 그리고 재산을 앗아가는 치명적인 위협요소가 되고 있다. 도로교통 수단 없이 살 수 없으므로 안전한 도로교통 여건을 확보하는 것은 모든 도로교통이용자와 국가의 권리 이자 의무이다. 이러한 안전한 도로환경을 확보하기 위해 각 국가들 은 법령을 정비하여 도로교통문화를 확보하고자 노력하고 있다. 유럽 의 국가중 하나인 영국의 도로교통은 산업혁명으로 인하여 교통문화가 매우 발달한 나라이며, 교통안전을 위해 많은 노력을 경주하고 있 는 대표적인 국가이다. 영국이 가지고 있는 교통문화에 대한 이해를 통해 한국의 교통문화가 나아가야 할 방향을 설정해 볼 수 있다. 그러기 위해서는 영국이 가지고 있는 도로교통에 관한 법령의 특성을 이해하는 것이 우선이다. 모든 제도는 법령의 정비에서 시작되어 법 령을 체계화 시켜 안전한 교통환경을 조성하는데에서 시작되고 있다. 한국의 도로교통법은 아직 정비체계가 안전하게 이루어졌다고 볼 수 없다. 급격한 산업화와 도시교통 등의 발달로 도로교통법이 가지는 문제점을 보완하기 위해 영국의 도로교통법령체계에 대한 구체적 인 체계를 분석하여 한국의 실정에 맞는 도로교통법령체계의 방향을 제시할 필요가 있다. 따라서 영국의 도로교통법령의 법적 구성형태와 그 규정된 내용의 특성을 명확히 구분하여 검토하여 향후 도로교 통법령에 대한 연구의 기초자료가 될 수 있다. 본 연구에서는 영국이 가지고 있는 도로교통법령에 대한 구성형태 와 내용적 특성을 법령을 중심으로 분석하여 제시하였다. 이러한 분 석은 기존에 외국에 관한 도로교통법령에 대한 체계적으로 이루어지 고 있지 않은 단점을 보완하여 향후 외국의 도로교통법령에 대한 이해를 통하여 한국의 도로교통법령의 체계를 선진화 시키고 교통안전에 기여하는데 중요한 요소가 될 것이다.
