Evolutionary economics shows how rational behavior evolves without assuming that individuals are rational. Evolutionary game theoretic models of social cooperation assume that individuals are egoistic. However, as indirect game theoretic models show, the evolutionary framework can be applied to the changes of emotions and norms among actors who have purposes and pursue those purposes in rational manners. Effective institutions exist as shared beliefs among human actors regarding what behaviors are required, permitted, or prohibited. In that sense, institutions comprise evolutionary environment of human social behavior.

진화경제학은 합리적인 행위자들을 출발점으로 전제하지 않으면서도 합리적 행동이 진화함을 보인다. 사회적 협동의 진화에 대한 표준적인 진화게임이론에서는 개체들이 이기적이라는 것을 전제하고 한다. 그러나 간접진화게임이론이 보여주는 바와 같이 진화는 목적을 가지고 합리적으로 행동하는 개체들 간에 감정과 규범의 변화에 대해서도 적용될 수 있다. 제도는 일련의 사회적 행동에 대해 요구, 허용, 금지와 같은 처방이 공유된 믿음으로 존재하기 때문에 힘을 발휘하는 것이다. 제도는 사회적 행동의 진화적 환경이 된다고 할 수 있다.
