This study explored domestic and foreign social changes related to life sports to Korea Council of Sport for All(KOCOSA), the central institution for life sports based on PEST analysis in order to elicit the strategic hints of policy delivery system for expanding sports circle, and conducted interviews to the subjects directly interested with life sports. And the article analyzed the internal capability and business results of the organization, Korea Council of Sport for All(KOCOSA), and made a synthetic SWOT analysis. The study findings showed that the key task of policy delivery system to civilize life sports in line with social needs is to convert Si-Gun-Gu Sports Federation basing Korea Council of Sport for All(KOCOSA) to “Public Sports Club”, outgrow the functions of local Council of Sport for All from life sports class and competition focused undertakings, and reorganize to the function of “life sports comprehensive support system” connecting life sports classes, athletic meetings, clubs, and athletic therapies, which can be found to be the most effective plan to devise national sports promotion without the Government supplying sports services for itself.
