Multicultural society and social integration : focus on the German case

Due to transfer of capital and labor that has accompanied globalization, the cultural and racial composition of Korean society has diversified. The situation of Germany is very similar to that of Korea. Germany began to invite foreign labor to meet the demand associated with its industrial development and economic growth after World War II. The number of foreigners in Germany reached 260 million in 1972. The increase of unemployment during the economic recession of the 1970s caused the German government to cease the inflow of foreign workers. However, Germany continued to accept a more limited number of foreign workers in selected areas of special need. After the influx of foreign labor was sharply reduced in 1973, the percentage of immigrants in Germany gradually increased due to prolonged stay of foreign workers, immigration of family members, and birth of 2nd and 3rd generation foreigners. The percentage of people who have a background of immigration (“Menschen mit Migrationshintergrund”) reached 19.3% of German population in 2011. As in Germany, Korea has faced similar challenges brought on by the influx of foreign workers and development of a multicultural society. Germany has a long history of immigration compared to Korea, and has developed unique social, cultural and economic integration policies to secure the status and rights of foreigners. The experience of German society has significant implications for Korean society. The purpose of this study is to analyze the challenges of a multicultural society and social integration by examining the case of Germany. To this end, theoretical aspects of a multicultural society are discussed in chapter 2. Chapter 3 undertakes a detailed analysis of German multicultural policy. Chapter 4 addresses policy issues concerning social integration in Germany. Finally, in Chapter 5, the implications for Korea of the German experience with a multicultural society will be discussed and proposals will be suggested.

세계화가 수반하는 자본과 노동의 초국적 이동으로 한국사회의 문화와 인종의 구성도 다원화 되어가는 추세이다. 이러한 배경 속에서 한국사회의 '다문화' 담론이 본격화 되고 있다. 독일의 상황도 이와 유사하다. 독일은 제2차 세계대전 이후 노동력 수요가 급증하여 외국인력의 유입을 제도적으로 실행하기 시작하였다. 그러나 1970년대 초의 경제불황은 실업자증가 등의 사회문제를 수반하게 되었고, 결국 독일 연방정부는 1973년에 외국인 노동자의 유입을 중단하기로 결정하였으며 현재는 특정 직종에 한해서만 외국인력수급이 이루어지고 있다. 외국인력 유입억제정책을 실시한 이후 장기체류, 가족초청, 외국인 2세대 및 3세대 출생과 독일계 재외동포들의 귀환 등으로 독일의 이민자비율은 지속적인 증가추세에 있다. 그동안 외국인력 수급제도 도입과 함께 급성장한 한국의 외국인 수는 체류형태에 있어서도 많은 변화를 나타내고 있다. 한국 내의 정주 외국인의 증가 및 외국인 체류형태의 다양화 등에 따라, 독일사회에서 관찰되었던 복합적인 다문화사회의 문제점들이 한국사회에서도 감지되고 있다. 한국보다 외국인 이주의 역사가 긴 독일에서는 정주외국인들의 지위와 권리확보측면의 독특한 사회적, 문화적, 경제적 통합정책을 발전시켜 왔다. 이러한 독일의 사례는 한국사회에 시사하는 바가 크다고 할 수 있다. 또한 이제까지 학술적인 연구나 정책입안에서 중요한 지표로 간주 되어왔던 서구사회의 정책이 최근 급격하게 전환되고 있다는 점에서 연구의 필요성이 제기된다. 본 논문은 다문화사회와 사회통합의 문제를 독일사례를 중심으로 분석하는 것을 목적으로 한다. 이러한 연구목적을 달성하기 위하여 제2장에서는 다문화사회 담론에 관한 이론적 고찰이 이루어진다. 제3장에서는 독일의 다문화 정책 환경에 관한 심층적인 분석이 행해진다. 제4장에서는 독일의 사회통합정책에 대해 고찰한 후, 제5장인 결론 부분에서는 독일의 다문화사회 경험이 한국에 주는 시사점에 대해 논하고 몇 가지의 제안을 하고자 한다.
