Nowadays in this contemporary society, historic cities are being highlighted. This study targets Gongju-si whose value and significance have been discussed relatively less than those of other historic cities in the inside or outside of Korea, and academic research on it has not been relatively active as well. Thereupon, in this era when the historical and cultural cities become more and more important, this study aims to consider the historic value of Gongju-si and especially its general value through close analysis on its historical and cultural elements and also grope for ways to enhance its value. First of all, through theoretical examination, this study arranges related terms like ‘historic city’ or ‘historical environment factor’. Based on that, this paper studies and analyzes it through a field trip along with theoretical consideration on the value issue about each factor. The findings gained from this research are as below. The value criteria of historic cities can be approached by analysis on the characteristics of each object. Especially, it can be divided into three types: historic factors, cultural factors, and environmental factors. Those factors can be attempted to be analyzed in detail to enhance value with 5 strategic approaches and 4 aspects such as management, recognition, and degree of utility in order to preserve and raise the value. With this analysis, it was found that the historical and cultural factors in the historic city of Gongju had been preserved and managed only with some of its individual parts. Especially when it is approached from the urban perspective, for its dispersed location centering around the old downtown, it exhibits limitations to build measures to preserve and manage it synthetically. Thereupon, it is needed to induce reasonable management methods through various examinations on advanced cases.

현대사회에서 역사도시에 대한 중요성이 부각되고 있는 오늘날 본 연구에서 대상으로 하는 공주시는 국내․외 다수의 역사도시에 비해 가치와 중요성이 상대적으로 논의되지 못하였으며, 학문적 연구 또한 상대적으로 미흡했던 것이 사실이다. 이에 역사문화도시의 중요성이 더해가고 있는 오늘날 본 연구를 통해 공주시의 역사적 가치와 특히 역사문화요소의 면밀한 분석을 통한 종합적인 가치를 사고(思考)하고, 가치제고 방안을 모색하고자 한다. 우선 이론적인 검토를 통해서 역사도시와 역사환경요소 등 관련 용어를 정리하였으며, 이를 중심으로 각각의 요소에 대한 가치문제를 이론적 고찰과 함께 실제 답사를 통해 조사 분석하였다. 이를 통해 도출한 연구의 결론은 다음과 같다. 역사도시의 가치기준은 각각의 대상이 가지고 있는 특성 분석을 통해 접근이 가능하며, 특히 역사적요소, 문화적 요소, 환경적요소 등의 세 가지 타입으로 분류가 가능하며, 이들 요소는 각각 보존과 가치제고를 위한 5가지의 전략적 접근 및 관리, 인지, 활용정도 등 4가지 측면에서 가치제고를 위한 세부적인 분석을 시도할 수 있다. 이와 같은 분석을 통해 역사도시 공주의 역사문화요소가 보존과 관리의 양상이 개별적인 일부 요소에 치우쳐 이루어지고 있으며, 특히 도시적 관점에서 접근했을 때, 구도심을 중심으로 산개하여 위치하는 특성으로 인해 종합적인 보존 및 관리방안 수립에 한계를 보여, 이에 다양한 선진사례의 검토를 통해 합리적인 관리방안 도입의 필요성이 제기된다.
