Recently mobile technology is leading innovative changes across all fields of our society as well as business environments. Specially, demands on mobile government services have been increased gradually based on mobile technology after e-government appearance that has improved national administration services dramatically. High-quality services which are acceptable to may users, however, are not actually supplied because technical issues such as security on mobile government services have not been solved yet and governance on the government was not established. Previous studies show that most researches are devoted to technical ones or limited to theoretical exploratory study. Therefore developing useful guidelines which are practically and theoretically proved is a very important research issue. The objective of this study is to develop theoretical model for analyzing influencing factors to adoption of m-government. and develop practical guidelines in activating m-government. 294 samples are collected and statistically analyzed. The results show that influencing factors are significant to adoption of m-government. This study would be expected to provide new research issues in mobile government area as well as useful guidelines in activating mobile e-government services for practical experts..
