The interest of cosmetic safety is increasing with the continuing incidents related to cosmetics safety. Cosmetic market is expanding because cosmetics is considered as a new economic impetus for the future. Accordingly, the Korean Cosmetics Act is changed to ensure the safety of cosmetics and improve the industry friendly atmosphere. This study is to compare and analyse the safety assurance trend among EU, USA and Republic of Korea. Atmosphere of cosmetics abroad is changing, for example, revision of regulation to assure the cosmetic safety, ban of animal testing, organization of voluntary international group of cosmetic regulatory authorities to maintain highest level of global consumer protection, international trade barriers is minimized. Recently, EU changed the regulation from EU directives to EU regulations which will be enforced in 2013 and focused on safety of cosmetics. US FDA is posting the Consumer Updates right away, if safety-related issues occur. Consequently, this study could be used as a basis to get an idea of advanced safety assurance system of cosmetics in Korea.

최근 불법 스테로이드 화장품 등 일련의 안전성 이슈로 소비자들의 화장품 안전에 대한 관심이 증대하고 있다. 반면 화장품 산업은 미래 신동력 산업으로 화장품 시장의 확대가 요구되고 있는 실정이며, 정부에서도 화장품의 안전성을 보장하면서 과도한 규제를 개선하는 방향으로 화장품법을 개정하였다. 이에 우리나라와 유럽, 미국의 화장품 관리제도를 안전성 확보 측면에서 비교·분석하였다. 외국에서도 화장품안전을 강화하는 방향으로 규정을 개정하거나 화장품원료에 대한 동물시험 금지 및 화장품 원료의 안전 강화 및 무역장벽 해소를 위한 자발적인 규제당국자모임(ICCR) 개최 등 화장품 산업 환경의 빠른 변화에 대처하고 있다. 특히 EU에서는 2013년 시행을 목표로 화장품고시(Cosmetic Directives)를 전 유럽에 통용되는 화장품규정(Cosmetic Regulation)으로 개정하면서 안전성을 강조하는 방향으로 대폭 수정하였으며 미국에서도 안전성 이슈가 있을 때 즉시 consumer updates를 통하여 대응하는 등 안전성 중요시하고 있다. 본 연구는 화장품법 전면개정을 통한 화장품의 안전성 강화 및 화장품산업 경쟁력 강화 방안을 소개하고자 한다.
