A country's competitiveness depends considerably on the level of a society's integrity. Cross-section studies have found that the incidence of corruption is negatively related to gross domestic product per capita, the quality of the bureaucracy, and the quality of the legal systems. To promote the effectiveness and competitiveness of a society, it is inevitable for every country to establish and realize the control scheme toward corruptive behavior in the public organization, especially on the officials. The inner control scheme should be more emphasized than the outer because it may contribute to detecting and making a direct influence on the official's corruptive subculture. To eradicate official corruptive behavior, it is necessary to recognize the normalization mechanism of corruption. There are three pillars in it : institutionalization, rationalization and socialization. The institutionalization progresses in three phases such as initial corrupt decision, embedding corruption in structures and routinizing corruption. Rationalization is deeply related with cognitive defense mechanisms, self-serving biases and neutralization techniques. Socialization into corruption is concerned with inducing the newcomers into social cocoon which makes them comfortable in the corruptive surroundings. These three pillars enable corruption to root and exist in official organization for a long time. For the interception of continuance of corruption, we may suggest a few inner control anti-corruption schemes, especially for the police organization ; ① supplementation of training program for enhancing the officials' integrity, ② improvement of personnel management ③ realization of the on-line registration system toward requests, ④ securing the integrity of public contract, ⑤ protection of the inner reporters of misconduct or crime, ⑤ developing multiple sources of formal authority for the report of the corruptive behavior, ⑥ establishing the early warning system. If these inner control schemes could be kept pace with the outer, the level of the official integrity of our society would be enhanced to the desirable degree.

공직사회 부패행위 존속의 차단은 사회전반의 효율성 향상 및 그로 인한 국가경쟁력 강화를 위해서 필요 불가결한 과제라고 볼 수 있다. 그 중에서도 국민과 직접 접촉하면서 사회질서 유지의 중추적 기능을 담당하고 있는 경찰조직에 대한 청렴성의 확보는 그 어느 국가기관 보다 긴요한 것이다. 부패행위 존속의 차단 방안은 다양한 시각에서 검토될 수 있을 것인바, 크게 공무원 조직 내부에서 통제하는 방법과 공무원 조직 외부에서 통제하는 방법으로 나누어 볼 수 있을 것이다. 부패척결을 위해서는 이 양자가 모두 활용되어져야 하겠지만 부패문화에 대한 정보적 접근이 용이하고, 새로운 청렴문화의 이식 및 확산ㆍ조직분위기의 혁신 등에 직접적으로 영향을 줄 수 있는 내부통제수단의 개발과 적용이 무엇보다 적극화될 필요가 있다. 경찰조직을 비롯 공직사회 전반에 산재해 있는 부패문제를 극복해 나가기 위해서는 우선 부패문화가 집단 내에 존속하고 유지되어 나가는 메카니즘을 이해할 수 있어야 한다. 그런 의미에서 부패행위 존속의 메카니즘에 관한 ‘부패 정규화 이론’은 우리 사회에 존속하고 있는 부패현상에 대한 통찰력을 제공해 주고 있다. 즉, 부패가 사회문화 속에 정착되도록 하는 3가지 핵심 요소인 제도화, 합리화, 사회화 기제의 작용이 바로 그것이다. 공직사회, 특히 경찰조직 내부에서 부패행위 존속의 고리를 끊는 방안으로서 다음과 같은 몇 가지 정책들을 제안하고자 한다. 즉, 경찰공무원의 직업 성실성 및 윤리성을 검증할 수 있는 프로그램의 운영, 부패상황에 잘 대처할 수 있도록 인지적 대응기술 및 정서적 대응기술 개발을 포함한 문제해결식 청렴교육의 실시, 시보임용제도 등을 비롯하여 인사행정의 객관성과 공정성을 확보할 수 있는 인사행정 시스템의 마련 등이 그것이다. 아울러 경찰조직에 이미 부패가 제도화 된 영역들이 있다면 이들을 외부에 노출시킬 수 있도록 내부 공익신고자의 보호를 위한 실질적인 수단을 강구해야 하고, 신고망의 다중화를 통한 복수기관 감시체재를 가동하여야 하며, 만일 부패징후가 있을 경우 이를 조기에 탐지하여 대처하도록 하는 조기 경보체재를 운영함과 동시에 각 분야별, 수준별로 부패저항의 리더십을 발휘해야만 할 것이다.
