It is true in our country until now that we have been lacking of analyses on the education and research function of the Post-Graduate School of Germany Police which can be called a mecca of any study on German police. The author attempted to construct foundations for the basic studies for the following studies on the field in the future by carrying out the in-depth analyses on the Post-Graduate School of Germany Police which has carried out roles of a great pioneer as a center of education, re-education and research in the police study which we have little knowledge until now. The Post-Graduate School of Germany Police originally carried out functions for the re-education of high ranking police officers in both the federation of Germany and 16 states under the name of German Police Administrators academy. Then, it changed its official name into the Post-Graduate School of Germany Police in 2005-1006. This post-graduate school is primarily granting a master diploma of administration study to graduates who graduate from the re-education for two years in addition to its existing function in charge of the re-education for high ranking police officers in terms of educational functions. Secondarily, it has finally been positioned as a mecca of police studies in Germany by installing and operating even doctoral degrees. This post-graduate school has completed the re-education and academic degree courses through study techniques among school systems in an effort to increase leaderships for high ranking police officers. Furthermore, this post-graduate school has settled down the education and research functions to develop abilities for the problem-oriented solutions as well. The Post-Graduate School of Germany Police as a mecca of police studies in Germany is developing high ranking police officers with both theories and practices through intensive education in 14 majors in total, including general police study, police administrator study, management and economy, public police management, police organization and personnel management, police traffic study, criminal laws, criminal procedural laws and criminal policies, international laws, European laws, and police laws, in addition to public laws, police strategies and crisis management study, strategies on heavy crimes, police crisis management, criminal studies, and criminal strategies and principles among others. There is one issue that 7 out of 14 major professors for each field came from field specialists (veteran policeman for each field) who have not acquired a doctorate degree but most of them have not written any academic essays, which has been criticized. Above all, this post-graduate school presents many implications in terms of the education and research functions for the institute of police education in our country which has simply focused only on the re-education of police officers – excluding the education and training of executive candidate students – as it simultaneously carries out the education and research function in the re-education of high ranking police officers together with the master and doctorate degree.

그동안 우리나라에서 독일경찰학연구의 메카라고 할 수 있는 독일경찰대학원의 교육과 연구기능에 대한 분석은 매우 미비한 실정이었다. 필자는 본 연구에서 그동안 거의 연구된 적이 없는 경찰학 분야의 교육, 재교육, 연구 중심지로서 훌륭한 선구자 역할을 수행하고 있는 독일경찰대학원을 심층 분석함으로써 향후 이 분야의 후속연구를 위한 기초연구토대의 구축을 시도했다. 원래 이 경찰대학원은 독일경찰관리자아카데미라는 이름으로 독일 연방 소속의 경찰고급공무원과 16개 주 경찰고급간부들의 재교육을 위한 기능을 수행해 오다가 2005-2006년에 그 공식 명칭을 독일경찰대학원으로 전격 개명했다. 이 대학원은 교육적 기능차원에서 기존의 경찰고급공무원들의 재교육만을 담당하던 차원을 뛰어 넘어 1차적으로 2년간의 재교육 졸업생들에게 행정학 석사학위를 수여하고 있다. 2차적으로는 박사학위과정까지도 설치․운영함으로써 결국에는 독일경찰학연구의 메카로서 굳게 자리 잡았다. 이 대학원은 경찰고급공무원들의 리더십 향상을 위한 재교육 및 학위과정을 학제간 연구기법을 통해 완성해 나가고 있다. 나아가서 이 대학원은 문제지향적 해결능력을 길러주는 교육과 연구기능을 정착시켜 나가고 있다. 독일경찰학연구의 메카로서 독일경찰대학원은 일반경찰학, 경찰관리자학, 경영경제학-경찰공공관리, 경찰조직과 인사관리, 경찰교통학, 형법․형사소송법과 형사정책, 국제법․유럽법 및 경찰법을 포함한 공법, 경찰작전과 위기관리학, 중범죄 작전, 경찰위기관리, 범죄학-범죄전략원리 등 모두 14개 전공분야에서 심화교육을 통해 이론과 실무를 겸비한 고급경찰간부들을 길러내고 있다. 한가지 이슈는 분야별 전공 주임교수 14명 중 7명이 박사학위를 취득하지 못한 현장전문가(분야별 베테랑 경찰) 출신의 교수요원들인데 이들은 대부분 학술논문도 쓰고 있지 않아 비판의 대상이 되고 있다. 무엇보다 이 대학원은 경찰고급간부들의 재교육과 석사 및 박사학위과정이라는 교육과 연구 기능을 동시에 수행하고 있다는 점에서 단순하게 경찰공무원의 재교육기능에만 집중하고 있는 - 간부후보생 교육훈련 부분 제외- 우리나라 경찰교육원의 교육과 연구기능 차원에 많은 시사점을 던져주고 있다. 본 논문은 이 분야에 관심을 가지고 있는 후속연구자들이 향후 경찰교육훈련기관인 독일경찰대학원과 한국 경찰교육원을 상호 비교연구 할 수 있도록 1차적인 기초토대연구를 구축해 주는데 큰 목적을 두었다.
