The Korea became a member of Development Assistance Committee(DAC). Korea is the first nation which changed from an aid-receiving nation to an aid nation. As a result, Saemaul Undong gained in popularity as successful development model in many countries. This paper seek for task for globalization of Saemaul Undong in two ways. One task is theoretical task. First, it is separation between Saemaul Undong and late president Park Chung-hee. The late president Park, Chung-hee, was a lieutenant in the Japanese army during colonial rule, who later became a military dictator. The economic development is political causes for late president Park Chung-hee. By and large, economic development was successful. But there are severe conflicting estimation to late president Park Chung-hee according to one's political position. The estimation of personal late president Park Chung-hee and the estimation of Saemaul Undong have to be separated. Second, theorizing of Saemaul Undong compare to Community Development(CD) and Official Development Assistance(ODA). Saemaul Undong was not the first 'Community Development' program in the world. But it is the most successful Community Development Program in the world. Saemaul may not be exactly the same as Community Development(CD), but it is very similar. Some theorists think about Saemaul Undong in different way. Saemaul Undong and Community Development were little different in essence. Saemaul Undong was started as rural development in Korea, but now applied to the Official Development Assistance(ODA). Third, theorizing and generalization of successful factor of Saemaul Undong. It is necessary for us to unearth many factors which had influenced the success of Saemaul Undong. Though voluntary participation is positively correlated with the success of Saemaul Undong, it is not enough. The other task is practical task. First, it is indigenization policy. Applicable Saemaul Undong model considering peculiarities of ODA receiving nation. Second, it is modernization policy. Saemaul Undong that is dated is difficult to success. And meet the demands of the times, building trust(confidence-building) and public relations are also necessary.

한국은 원조수원국에서 원조공여국으로 변신한 유일한 국가이다. 제4차 세계개발원조 총회에서도 한국은 좋은 선례로 지명되었다. 특히 제3세계는 한국의 성장경험을 배우려하고, 한국의 새마을운동을 배우려는 국가도 많다. 새마을운동의 세계화와 공적개발원조 적용에 대한 수요가 많고, 이미 많은 국가에서 새마을운동을 배워가고 있다. 이 과정에서 새마을운동은 공적개발원조(ODA)와 연계되어, 전세계로 수출되고 있다. 그런데 현 시점에서 새마을운동의 세계화와 공적개발원조에의 적용을 위해서는, 적어도 새마을운동을 이론적 측면과 실천적 측면에서 재고찰할 필요가 있다. 첫째, 이론적 측면에서, 새마을운동에 대한 객관적 평가와 재해석이 필요하다. 새마을운동은 박정희라는 인물과 결부됨으로써, 독재와 결부되어 있다. 따라서 박정희라는 개인에 대한 정치적 입장에 따라 새마을운동에 대한 평가는 달라지고 객관성을 유지하기 어렵기 때문이다. 또, 새마을운동에 대한 이론적 정립도 필요하다. 현실에서 새마을운동은 지역사회개발(Community Development)에 적용되기도 하고, 공적개발원조(Official Development Assistance)에 적용되기도 한다. 그러나 새마을운동은 지역사회개발과는 다르며, 공적개발원조로 출발한 것도 아니다. 또, 새마을운동의 성공요인을 이론화 하고 이를 모델화하는 것도 필요하다. 둘째, 실천적 측면에서, 1970년대 당시 수도작 중심의 농업국가였던 한국의 새마을운동을 다른 나라에 어떻게 적용할 것인가 하는 문제가 발생한다. 즉, 현지화에 대한 연구가 선행되어야 한다. 또 1970년대 GATT체제하의 새마을운동에 2010년대 WTO체제에 적용할 수도 없다. 즉, 현대화와 더불어 현지화가 필요하며, 변화하는 시대의 요구를 반영하면서 끊임없이 수정․발전하여야 한다.
