Currently the climate change due to unabated greenhouse gas (GHG) emissions is the most serious challenge we face. To rise to this challenge, we have an obligation to work together in order to fight climate change, and take action to make sustained prosperity on Earth possible. In terms of that, the policy of green growth is an action-oriented paradigm which promotes a mutually supportive relationship between growth and the environment by holistically embracing the framework of sustainable growth. At the depth of the global economic crisis, on the other hand, Korea launched a Green New Deal with a large investment in the green sector. In concert with the government, businesses have been investing boldly in such technologies as new and renewable energy, electric cars, rechargeable batteries and LEDs. Market-driven green growth has now taken hold and the transformation towards a green economy is accelerating. These policies of green growth will improve the quality of life by bringing a green revolution into daily life. Korea’s green growth will help the country enhance its contribution to the development of the global community. With this contribution, Korea hopes to serve as a role model, a responsible member committed to the creation of responsibility for the planet. In line with this perspective, the purpose of this study is to present some alternatives for the effective pursuit of global green growth's policy in local government based on the case of Gyeongbuk province.

녹색성장 정책은 화석연료 의존 방식의 탈피가 주축인 에너지 정책, 그리고 계속 누적 되고 있는 온실가스에 대처하려는 기후 정책 등이 근간을 이루고 있다. 현재 우리나라 녹색성장 정책추진은 중앙정부의 주도적인 대응전략 계획수립 하에서, 광역자치단체 및 기초자치단체들 또한 다각적이고도 보다 실효성 있는 실천방안을 모색하고 있다. 경상북도의 경우에 있어서도 녹색성장 국가전략과 조화를 이루도록 한 녹색성장기본법에 의거 녹색성장 추진계획을 수립하였다. 그럼에도 불구하고 경상북도 23개 시․군의 녹색성장 정책추진 성과는 아직은 중앙정부와의 효율적인 정책연계 추진의 미흡 등과 같은 문제점으로 인하여 미진한 상태에 있다. 이에 대하여 녹색성장 정책추진을 위한 기반구축 소요기간이 좀 더 필요하다는 인식이 있는 반면에, 녹색성장 정책 추진체계가 계획한 바대로 효율적․효과적으로 운영되지 못함에서 기인한다는 지적도 있다. 이러한 문제인식 하에서, 본 연구는 국가 간 글로벌 공동대응이라는 패러다임의 변화 속에서 새로운 녹색성장 정책추진의 중요성 그리고 녹색성장 정책추진의 실효성 제고를 위한 국가 비전 및 전략 등에 대해서 고찰하고자 한다. 나아가서 중앙과 지방정부 차원에서의 녹색성장 정책추진 실태 및 문제점 등을 분석함으로써 보다 효과적인 정책 추진방안을 모색․제시한다.
