This study focuses on ways to create jobs in Daegu and Gyoungbuk areas of Korea, by taking advantage of lifelong learning system. By the way, the lifelong learning system has not been operated correctly yet as one expected, due to the recent change in its administrative laws. Lifelong learning is one of the main tasks of the Korean Ministry of Education, however, its services recently started to be delivered not through the regional offices of education as before, but through the municipality offices. Also, the lifelong learning programs are often overlapped with the vocational training programs organized by the Ministry of Labor. The ratios of the vulnerable, that is, the poor, the old and the immigrants in Daegu and Gyoungbuk areas are much higher than those in nationwide average. By this reason, it is recommended that lifelong learning in Daegu and Gyoungbuk Areas could target the non economically active population by differentiating with the vocational training programs preferring the economically active population. Therefore scaling-up of the related budget must be urgently addressed for this purpose.

우리나라의 평생학습을 통해 고용을 증진시키기 위해서는 행정조직의 문제가 선결될 필요가 있다. 평생학습은 교육과학기술부 업무이나 교육행정조직을 전달체계로 하지 않고 지자체 행정조직을 이용하고 있어 평생학습업무와 일반행정업무의 괴리가 발생하고 있다. 평생학습은 다시 고용노동부의 직업훈련과 업무중복의 문제가 있다. 대구경북은 저소득가구비율, 고령인구비율, 다문화가정비율이 전국 평균에 비해 상당히 높다. 따라서 평생학습은 경제활동인구만을 대상으로 하는 고용노동부의 직업훈련과 차별화하여 지역 내 취약계층, 전업주부 등 비경제활동인구를 대상으로 하는 고용관련 평생학습 프로그램을 개발․공급하는 것이 필요하다. 이를 위해서는 평생학습 관련예산이 현실화되어야 정상적인 평생학습이 이루어질 수 있으므로 관련예산의 증액은 가장 시급히 해결해야할 문제 중의 하나이다. 이처럼 고용증진을 위한 평생학습제도 개선은 평생학습의 기반구축이 먼저 이루어져야 제대로 이루어질 수 있을 것이다.
