This article aims to put forward rudimentary data necessary for educational development of Sejong City by analysing the residents' perceptions toward the city's educational development and to derive policy implications suitable for school superintendent election from its analysis. For this purpose, it employs the questionnaire survey containing questions of the key issues regarding educational administration and election method for the school superintendent, in particular. Questionnaires(N=974) were distributed to parents, teachers, local education authority employees, and local government employees, residing in Sejong City. The survey result shows that the Sejong Citizens expect educational plans to be implemented comprehensively, educational welfare to be reinforced, and educational competitiveness to be enhanced. It also shows that its citizens expect their school superintendent to take an upright view of education, morality, and expertise. As regards the election method of superintendent, they expect direct superintendent election system to be maintained on the assumption that drawbacks associated with the system should be corrected.

이 연구는 세종시 교육행정체제에 대한 지역주민의 인식을 분석함으로써 세종시 교육발전을 위한 기초 자료를 제공하고, 교육감 선출방식에 대한 시사점을 도출하고자 하는 목적으로 수행되었다. 세종시 교육행정의 중점 과제와 교육감 선출방식을 중심으로 조사 내용을 구성하고, 세종시에 거주하는 학부모, 교원, 교육행정공무원, 일반행정공무원 974명을 대상으로 설문조사를 실시하였다. 세종시민들은 세종시 교육행정의 중점 과제를 종합적인 교육계획 추진, 교육복지 강화, 교육경쟁력 제고로 보고 있고, 교육감에게 올바른 교육관, 도덕성, 전문성을 기대하고 있다. 또한 현행 교육감 선출방식에 대해서는 직선제를 유지하되 문제점을 개선하고, 세종시 교육감 선출방식은 교육감과 시․도지사의 연계협력이 가능하도록 보완되어야 한다고 보고 있다. 즉 교육감 주민직선제 방식을 유지할 경우 후보자의 인지도 제고, 선거비용 감소, 정책선거 지향, 시·도지사와의 연계성 확보 등이 실현될 수 있도록 교육감 선출방식이 개선되어야 한다.
