Korea National Food Cluster is a win-win model to enhance the competitiveness of domestic agriculture in FTA era. Thus, in this research paper, I intend to analyze the policy formation process of Korea National Food Cluster, with a focus on Jeonbuk Province role. The policy formation process is composed of agenda building process, alternative search process, and policy making process. The agenda building process is divided into three categories ; outside initiative model, mobilization model, and inside access model. In the case of Korea National Food Cluster, the agenda building process is characterized in that two models, the mobilization model and the inside access model, are somewhat combined. Also, the essential feature of alternative policy search process is that Jeonbuk Province has taken initiative and the lead in this project. Regarding the policy-making process, the success story of agriculture in Korea is emphasized as well as well-balanced development on a national scale. Therefore, it can be concluded that the policy formation process of Korea National Food Cluster is a good model that a local government can explore and lead a national policy.

국가식품클러스터는 FTA 시대를 맞아 국내 농업의 경쟁력 제고와 새로운 수요 창출을 위해 농업과 식품산업의 상생모델로 제시되었다. 본 연구에서는 국가식품클러스터의 정책형성과정을 적극적 참여자인 전라북도의 역할을 중심으로 분석하였다. 구체적인 정책형성과정은 정책의제설정, 정책대안수립, 정책채택 단계로 나누고, 특히 의제 설정과정은 외부주도모형, 동원모형, 내부접근모형으로 구분하였다. 국가식품클러스터의 정책형성과정에서의 의제설정모형의 특징은 동원모형과 내부접근모형이 혼합되어 나타났다고 볼 수 있다. 전라북도 측면에서 보면 동원모형에 가깝고 중앙정부 차원에서 살펴보면 내부접근모형에 가깝다. 이는 국가식품클러스터 정책이 정부영역인 지방자치단체에서 제기하여 중앙 정부의제로 채택되었기 때문이다. 이렇듯 사례의 정책의제설정과정이 복합적 모형인 이유는 지방자치단체의 중앙정부에의 재정의존도가 높기 때문에 나타나는 현상이라고 할 수 있다. 국가식품산업클러스터의 정책대안수립 단계의 특징은 정책의제설정 단계와 중첩되었고 전라북도가 주도적으로 이 과정을 수행하였다는 것이다. 전라북도는 대안수립을 위해 전문가와 이해관계 당사자, 그리고 정책형성에 중요한 영향력을 행사할 수 있는 농림부, 국가균형발전위원회 등과 함께 지속적인 토론과 협의를 통해 식품클러스터를 국가적 이슈로 발전시켰다. 또한 신뢰성 높은 컨설팅사와 연구용역을 실시하여 명확한 추진전략과 대안을 제시하였다. 정책채택과정의 주된 관심사항은 정책대안이 어떻게 채택되고, 어떠한 요건들이 충족되어야 하며, 누가 어떤 과정을 거쳐 정책을 채택하는가이다. 국가식품클러스터의 정책채택은 전라북도가 농림부의 새로운 농업정책에 부합하는 추진전략을 제시하고, 국가균형발전위원회에 ‘농업의 성공스토리’와 지역의 내생적 발전이라는 비전을 제시하여 가능하였다. 결론적으로, 국가식품클러스터 정책형성과정은 지방자치단체가 국가의 주요정책을 주도적으로 추진하는 모범사례를 보여주었다고 말할 수 있다.
