This study seeks to find the ways to enhance the procedural democracy, financial soundness, financial efficiency in managing local government funds. For this purpose, this research aims to suggest a prototype evaluation model for the local government fund management on the ground that more relevant evaluation criteria and index should be provided for the sake of better performance from the local government fund management. This study does this by presenting the associated theoretical background such as New Public Management and Performance Based Budgeting, and by screening the advanced research on the policy evaluation criteria or administrative ideologies, local fiscal management. Then based on this research, a prototype evaluation model for the local government fund management is offered as a quantitative analytic framework of fund management evaluation. This prototype model is experimentally applied to the case study of Jeonju City's fund management evaluation. This model analysis suggests that procedural democracy, financial soundness, financial efficiency should be put forth as the evaluation criteria of local government fund management.

본 연구는 지방자치단체의 기금운영의 성과를 제고하기 위하여 보다 적실성있는 평가기준과 평가지표가 마련되어야한다는 전제아래 지방자치단체 기금운영 평가모형을 시론적으로 제시하고자 한다. 먼저, 기금운용평가의 이론적 배경으로 선진국의 신공공관리(New Public Management)운동과 성과관리예산제도(Performance Based Budgeting)를 소개한 후, 평가기준과 관련된 선행연구로 정책평가기준 내지 행정이념과 관련한 선행연구, 그리고 지방재정활동의 평가기준이라고 할 수 있는 지방재정의 운영원칙과 관련한 선행연구 및 기금분석과 관련한 선행연구를 검토하고 이를 토대로 기금운영의 평가기준과 측정지표에 관한 기금운영평가모형을 본 연구의 분석틀로 제시하기로 한다. 이어서 기금운영평가모형을 전주시 기금사례에 적용하고 있다. 이렇게 기금운영 평가모형 분석이 시사하는 바는 기금운영의 평가기준으로서 민주성, 건전성, 효율성기준이 중시되어야 한다는 점과 각 평가기준별 평가지표에 대해서는 행정안전부가 지방자치단체 기금운영 성과분석제도를 도입하면서 개발한 기존 측정지표에 대한 보완 내지 대체개발을 검토할 필요가 있다는 것이다.
