The functions of church include worship, education, companionship and community service. Evangelical preaching and community service are two inseparable primary functions on which church is built. Although the local churches and christians are well aware that community service is the means to express the type of the church's existence, they gain negative images because they do not put it into practice well. Such phenomenon created a situation where it is hard to approach to the local community and non-christians with the gospel, which in turn led to the consistent minus growth of church. Of course, weakened community service of church is not fully responsible for the minus growth of church. However, as all kinds of statistics indicate, the community service felt by the local community and non-christians is ignorable. The financial operation of church for community service and relief also indicates that it is only 3.11%, which suggests that the current community service of church is far away from the essential function or principle of the financial operation of church. This study is aimed to propose the need for community service by local churches and christians and specific measures to put it into practice in order to guide church to perform its inherent function. As the measures, this study proposes the community services that the local church regardless of its size or budget and the christians regardless of economic status or age may participate in. The local churches and christians have to break out the dualistic attitude in which they only seek for social salvation ignoring gospel or only preach gospel being passive in community service. In particular, where the local churches are only interested in building expansion and they shift their responsibility of community service to the social welfare institutes, they can be regarded as deviated from the inherent function of church, which in turn results in social disregard. The local churches and christians should remember that the early Korean churches were able to settle down due to the community services including education, medical services and enlightenment movement as well as evangelical preaching. They should also strategically and actively perform community service as an essential function of church to create positive image for church through exemplary serving and loving.

교회의 기능이 예배, 교육, 교제, 봉사이며, 교회를 세우는 두 기둥은 복음전도와 사회봉사로서 불가분리의 관계이며, 교회의 존재형태를 표현하는 수단임을 지역 교회와 그리스도인들은 알고 있으면서도 잘 실천하지 못하여 교회와 그리스도인들이 사회로부터 부정적인 이미지를 얻게 되었다. 이러한 현상은 전도의 문을 막아 교회의 마이너스 성장으로 나타나고 있는 것이 오늘의 현실이다. 따라서 연구자는 지역 교회와 그리스도인들에게 사회봉사활동이 교회의 본질적인 기능이며, 성경과 교회 역사가 증명하고 있음을 제시하였다. 또한 지역 교회와 그리스도인들이 사회봉사활동에 참여할 수 있는 구체적인 실천 방안을 제시하였다. 즉, 지역 교회의 규모나 예산과 관계없이, 그리스도인은 재산의 유무나 남녀노소에 관계없이 참여 가능한 사회봉사활동을 제시하였다. 지역 교회와 그리스도인들이 복음은 외면하고 사회구원을 외치는 것이나, 사회봉사활동은 소극적이고 오직 복음만을 전해야 한다는 이원론적인 사고에서 벗어나야 한다. 특히 지역 교회가 건물에만 관심을 갖고 확장을 지속하면서 사회봉사활동은 이제 전문 사회복지 기관에 맡기고 오직 복음전파만을 추구한다면 교회는 본질적인 기능에서 이탈 한 것이며, 그 결과는 사회로부터 더욱 외면당할 수밖에 없기 때문이다. 또한 한국 교회는 선교초기부터 선교사들에 의하여 교육, 의료, 장애우, 사회계몽운동, 지역사회 발전을 위한 다양한 사역과 함께 복음을 전파하여 대 부흥을 이룩한 사실을 기억하고 선교 2세기를 맞이하여 교회의 본질적 기능인 사회봉사활동을 전략적이고, 적극적으로 감당하여 교회에 대한 선한 이미지를 형성함과 더불어 모범적인 섬김의 역할을 감당해야 한다.
