The basis of the social security systems in most states is more and more endangered by a aggressive new liberalism that erodes the traditional system of social market economy by taking the way funds originally available for social security benefits and thus causing cuts in social services. This threatens the traditional agreement on fundamental standards concerning social security benefits. In this situation we are challenged to examine the possibilities of coming to a permanent agreement on assurance of quality and its further development. As a consequence the managers who art responsible for diaconical institutions need assistance of academic research covering diverse aspects of social security benefits in social security system run by the state. This research paper aimed to contribute to analyse and to evaluate the function of diaconical institutions in the protestant churches in Germany within the state social security system in order to reduce the negative result of the competition social market economy and the cuts caused by it, thus improving the whole system. Therefore this research paper studies and evaluates the experiences of the protestant churches in Germany which have a long-standing tradition. The result can be a valuable contribution, directly or in directly, to improve a quality may of the institution of the protestant churches in Korea their competition with social market economy. This research paper uses result of the extensive germany scholarly discussion on this subject as well as interviews with experience persons who have put theories into practice. In this research paper I indent to evaluate the methods and results of books and articles on the management of diaconical institutions. By this the following result can be obtained. The diaconical institutions in the protestant churches in Germany is both social system within the welfare state and fundamentally church related system. Although the diaconical institutions in Germany is mainly supported by the state financially, its position is regally independent from the state. The diaconical institutions has an autonomy for social services. This diaconical institutions get its identity, direction, value orientation, economy, protection for employee on theological basis, in order to accomplish a special christian management of its own. The diaconical institutions in the protestant churches in Germany as a free welfare system endeavors to improve the quality of social service by doing academic research and by establishing a system of quality management. By these efforts diaconical institution introduces into specially professional social service. Particially quality management of diaconical institutions tries to put together the development of social quality, economical values and standards on the one hand and professionally based theological and ethical values on the other hand. The diaconical institutions achieves a total quality management for the benefits of the securing of social quality on the basis of economical and theological aspects. That is how this management can overcome the principles of modern market strategies and to achieve the equality of opportunities and of sharing material means without any deviations. The diaconical quality management in Germany aims at introducing a quality management thus establishing professionality strictly based on christian principles and theological research. These experiences may further positive insight into the development of the diaconical institutions and much needed quality management in Korea. I hope that the essence of the facts and documents studied by me will challenge our system and produce a positive stimulus for much needed discussion on these theological and practical question. Consequently these results can give impulse for the needs of theological research, as well as for the practical diaconical work that needs sufficient support through theological research. This intented quality of social work improved diaconical management should revive identity of diaconical activity and loving christian faith. In this way the christian community in Korea that are subject to increasing competition by market oriented social service may contribute to the establishment of an improved social security system as the result of diaconical quality management.

전 세계적으로 신자유주의 시장경제체제로 인해 생겨나는 심각한 문제와 함께 점점 더 고갈되어가는 재정 속에서 각 국가들의 사회보장시스템의 기반이 위협당하고 있다. 이는 바로 선진복지국가들에게 사회복지급여 질 보장과 질 안전을 위협하는 것이기도 하다. 이러한 상황 속에서 우리는 앞으로 지속적인 사회서비스의 질 보장과 질 향상, 발전 가능성에 대한 도전을 받고 있다. 이러한 도전에 대한 응답으로 국가의 사회보장시스템 속에서 활동하는 개신교 복지운영자들은 양질의 사회서비스를 제공을 위해 다각적인 학문연구노력이 필요하다. 본 논문의 목적은 한 국가의 사회보장시스템 속에서 개신교복지단체의 기능을 분석, 평가하여 시장자유경쟁 질서 속에서 생겨나는 사회서비스 질의 저하를 최소화하고 양질을 보장하며 향상 발전시키는 일에 기여하고자 함이다. 특히 선진복지국가 가운데 독일 디아코니아기관의 질 보장 경영에 대한 연구를 통해 우리나라에서 사회서비스제공에 참여하는 교회기관들이 시장경제논리를 넘어서 양질의 서비스경영을 할 수 있도록 직접 혹은 간접으로 도움을 얻기 위함이다. 본 논문의 연구를 위해 독일 개신교 디아코니아기관의 질 보장과 관련하는 경영에 관한 문헌수집과 실천분야전문가들과의 인터뷰내용을 토대로 디아코니아기관 경영을 총체적으로 분석하고 평가하는 문헌연구방법이 활용되었다. 이를 통해 다음과 같은 결과들이 얻어졌다. 독일 개신교 디아코니아기관은 사회국가의 사회보장시스템 안에서 기능하면서도 본질적으로 교회시스템의 한 요소이다. 이 디아코니아기관은 국가로부터 거의 전적으로 재정을 지원받으면서도 법률적으로 독립되어 자율성을 보장받고 사회서비스를 제공한다. 독일 디아코니아기관은 고유하고 전문적인 기독교 경영을 위해 신학적 기초위에서 자기이해, 위임사항, 가치지향, 경제성 그리고 시설종사들 보호를 견지하고 있다. 국가 사회보장시스템 속에서 민간단체로서 시장경제논리를 넘어서는 양질의 사회서비스를 제공하기 위해 독일 개신교 디아코니아기관은 다각적인 학문연구와 함께 질 경영시스템을 도입하여 그 고유의 전문성과 특수성을 가진 사회서비스를 제공하고 있다. 즉, 독일의 디아코니아기관경영은 전문성을 고려하는 시스템구축과 함께 근본적으로 신학적 토대위에서 사회서비스제공기능을 수행하고 있다. 특히 디아코니아 기관의 질 경영은 사회적 질 향상을 위해 한편으로 경제적 가치와 규범들, 다른 한편으로 전문적이고 신학적-윤리적인 가치들을 종합하는 것을 추구한다. 사회적 질 향상을 위해 디아코니아기관은 경제-신학적 관점에서 '총체적 질 경영'(Total Quality Management)으로 운영한다. 그로써 독일 디아코니아기관의 질 경영은 시장원리를 극복하고 사회적 약자들에 대한 기회균등과 분배정의가 약화되지 않는 사회적 질보장 서비스제공을 가능하게 해준다. 이렇듯 독일 디아코니아기관의 질 경영은 신앙과 신학적 성찰 위에서 엄격하게 전문성을 수립해 가고 있다. 이와 같은 독일의 디아코니아기관의 질 경영은 우리나라 기독교사회복지시설에서 서비스의 질 보장과 발전을 위해 통찰을 줄 수 있다. 본 연구결과는 우리나라에서 민간복지운영자로서 복지실천현장에 참여하는 개신교 디아코니아활동을 위해 학문적, 실천적 관점에서 새로운 도전을 기대할 수 있게 한다. 즉, 기독교 디아코니아활동 전반에 걸쳐서 고유한 정체성을 찾는 신학적인 연구의 필요성을 인식시켜 줌으로써 다각적으로 연구의 활성화를 가져올 수 있다. 또한 사회적 질을 목표로 하는 디아코니아경영은 실천의 토대와 기준이 되는 고유한 신앙전통의 디아코니아를 회복시켜 줄 것으로 기대한다. 이로써 점점 더 심각해져가는 시장자유경쟁 질서 속에서 우리 교회들은 디아코니아 경영관에 기초하는 서비스제공으로 질 보장과 질 향상에 기여할 수 있을 것이다.
