In this research, we examine the equilibrium strategy in the trade policy choice (market protection vs. market opening) between two countries. We also analyze whether Pareto improvement is possible in some equilibrium. In particular, we focus on situations where there are cost differences among firms that belong to different countries. The main results of this paper are as follows. First, a low cost country, (protection) is the dominant strategy. Second, the optimal strategy of a high cost country depends on the size of cost difference between two countries. When cost difference is small, (protection) is an optimal strategy and when cost difference is large, (opening) is an optimal strategy. Third, the equilibrium strategy is (protection, protection) when cost difference is small, and it is (protection, opening) when cost difference is large. Fourth, when (protectioin, protection) is an equilibrium, Pareto improvement is possible if two countries choose (opening, opening). Fifth, when (protection, opening) is an equilibirum, Pareto improvement is not possible.

본 연구에서는 두 국가의 무역정책 (시장 보호 vs. 시장 개방)의 선택에 있어서의 균형 전략을 살펴보고, 어떠한 경우에 파레토 개선이 가능한 지를 분석하고 있다. 특히, 각 국가 내 기업 간 비용 격차의 크기에 따른 균형 전략의 변화와 파레토 개선 가능성의 변화를 규명하고 있는 데, 그 중요한 결과는 다음과 같다. 첫째, 저비용 기업 국가는 (보호)가 우월적 전략이 된다. 둘째, 고비용 기업 국가의 최적 전략은 두 국가 기업간 비용 격차의 크기에 따라 달라진다. 비용 격차가 작은 경우에는 (보호)가 최적 전략이고, 큰 경우에는 (개방)이 최적 전략이 된다. 셋째, 각 국가의 비용 격차가 작은 경우에는 (보호, 보호)가, 비용 격차가 큰 경우에는 (보호, 개방)이 균형 전략이 된다. 넷째, 국가 간 비용 격차가 작아 두 국가가 모두 (보호) 정책을 채택하는 것이 균형인 경우에는 두 국가가 모두 (개방) 정책으로 전환하게 되면, 두 국가의 사회후생이 증가할 수 있다. 다섯째, 국가 간 비용 격차가 충분히 커서 (보호, 개방) 정책이 균형 전략인 경우에는 파레토 개선이 불가능하다.
