Since mid 1980s, in Europe cultural-led regeneration has been highlighted as a new alternative for development, based on decayed former industrial cities and as the European Capital of Culture(ECoC) programme emerged, concerns for the concept and utilization of cultural city were increased as well. Now in Korea, there are active discussions of cultural city and cultural-led urban regeneration. This research studied European Capital of Culture focused on cultural-led regeneration and investigated Liverpool ECoC 2008 that was one of the successful cases and emphasized the sustainability of local cultural programmes. The Liverpool case has the most significant meaning of all that regardless of whether it was success or failure, it was able to suggest a cultural city model in the long-term aspect to other cities beyond the simple viewpoint of utilizing culture for economic development. Also in Korea, there exist interest for the cultural cities stronger than ever. Therefore this research will be able to provide many suggestions for our case.

1980년대 중후반부터 유럽에서는 문화주도 도시재생이 쇠퇴한 산업도시들을 중심으로 새로운 발전대안으로 주목받기 시작했고, 이와 비슷한 시기에 유럽문화수도 프로그램이 등장하면서 문화도시의 개념과 활용에 대한 관심이 높아졌다. 현재 우리나라에서도 광주, 경주, 전주, 부산 등 여러 도시에서 도시재생의 방안으로 문화프로그램을 활용하려는 논의가 활발하다. 본 연구에서는 EU의 문화프로그램 중 하나인 유럽문화수도(European Capital of Culture, ECoC)프로그램을 문화주도의 도시재생 관점에서 주목하고, ECoC를 통해 의미 있는 변화를 이룬 리버풀의 사례를 중심으로 정책추진 기구 및 결정과정의 측면, 지역 경제적 측면, 사회․문화적 측면으로 나누어 문화주도 도시재생이 지역개발에 미친 효과를 분석하였다. 리버풀 유럽문화수도 사례는 그 성과에도 불구하고 프로그램 추진 이후 지역 간 격차확대 및 소외된 계층에 대한 사회적 배제 등 부정적인 인식은 한계로 지적되고 있으나 현재 문화 주도 도시 재생을 시도하고 있는 우리나라의 여러 도시들에게 주는 시사점은 크다.
