This research is to show strategies foreign direct investment(FDI) to attract into the local area especially Jeollabuk-do through the analysis of national and regional FDI in Korea. The government of Jeollabuk-do has been endeavoring to attract foreign direct investment into this area. But there is some lack of competitiveness in Jeollabuk-do such as formular & standard FDI policy, specialists who can help foreign investors and also, inefficient foreign schools, medical centers, houses etc. In order to overcome these shortages, this research suggests the need to cooperate with industries, universities, labors and the local governments. making more efficient administrative system for foreign investors, doing business marketing for foreigners, consistent follow-up, advertising of our investment climates, attracting Chinese companies for China market, and finally need to be established close cooperation between central and local government.

본 연구는 우리나라에 대한 외국인투자 및 지방자치단체에 대한 외국인투자 현황, 투자유치 정책 및 환경을 평가한 후, 지방자치단체 차원 특히 전라북도의 외국인투자 유치 전략을 제시하고자 하였다. 전라북도는 외국인투자 유치를 위해 부단한 노력을 하고 있음에도 불구하고 정책의 정형화 및 일관성 결여, 외국인투자 원스톱 서비스 지원을 위한 투자유치 전문 인력의 부족, 외국인투자자들을 위한 정착 환경부족이 외국인투자 유치 저해 요인으로 분석되었다. 이를 극복하기 위해서는 외국인투자 유치를 위한 지역주민의 협력 도출, 투자유치를 위한 행정시스템 구축, 지역 주력산업과 연계한 투자유치, 철저한 사후관리, 노사정간의 산업평화구축, 지역의 우수한 투자여건 이미지 창출을 통한 홍보강화, 중국시장을 겨냥한 중국계 기업유치, 중앙․지방정부간 긴밀한 협력체계구축이 필요하다고 판단된다.
