With the development of Chines economy and the improvement of Chinese global status, many people around world are crazy in learning Chinese. The world has entered into the age of information, and the language has gradually become an important cultural resource. Cooperated with universities around the world, Chinese Language Council International Leading Group Office (referred to as "Hanban") has established 322 Confucius Institutes and 369 Confucius Classrooms, totally 691 by the early 2012, these institutes and classrooms are distributed in 96 countries and regions. Funded by South Korean government for promoting Korean language and Korean culture in the world, and for understanding among the people of Korea and other countries, Korea began the Sejong Hakdang Project as an international cooperation and exchange project since 2007. But the Sejong Hakdang is funded by the Korean Culture, Sports and Tourism Ministry from March 2010. By the end of September 2011, Korea has established 28 Sejong Hakdangs in 25 regions of 16 countries, there are 10 Sejong Hakdangs in China. This paper tries to indicate the operational situation and effects of the Confucius Institutes in Korea by contrasting Chinese language teaching, cultural practice and Korea Confucius Institutes and the Confucius Institutes. Not only Korea's Sejong Hakdangs and Confucius Institutes have similarities, but also have distinctive features. I hope both of them could learn from each other and I hope these institutes and schools could be a new bridge to connect the Chinese and Korean. Both China and Korea have established many Confucius Institutes and Sejong Hakdangs around the world, more and more foreigners are learning Korean and Chinese language and culture. It not only greatly accelerated the process of internationalization of bilateral cultural and education, but also a concrete manifestation of "soft power" of the countries. Its social, cultural and practical significance will become more prominent. Therefore, we should have an in-depth study on the developing status, positive meaning and inadequacies of the Confucius Institutes and the Sejong Hakdangs. We should play to their strengths and find inadequacies, and explore ideas for improvement. So the Confucius Institutes and the Sejong Hakdangs could continually exert their influences in foreign studies and at the same time both of the two kinds of foreign language and culture schools or institutes could develop steadily.

본 논문은 한국내 공자학원 중국어교육 상황, 문화 활동의 상황, 공자학원과 세종학당의 비교 이 세 가지를 통해 한국내 공자학원의 운영실태 및 효과에 대해 설명하고자 한다. 공자학원 중국어 교육 활동은 세부분으로 나눠진다. 교내 중국어 교육활동, 지역사회 중국 어 교육활동, 초중고생 중국어 교육과 교사 인재 양성 활동 등으로 나뉜다. 문화 활동 방면에 있어서 중화 전통 문화전시, 중국 문화 현장답사, 중국문화 참여와 경연대회 활동 등 유형으로 주력했다. 세종학당의 창립배경은 국외의 한국교육시장과 국내의 한국교육시장 양방면으로 분석 할 수 있다. 한국교민 및 “한류” 열풍의 영향 받은 외국인, 국내 증가하는 다문화가정, 외국인 노 동자들의 한국취업 또는 외국 유학생이 많아짐에 따라, 이들은 모두 한국어 학습과 한국 문화 이해가 필요하다. 세종학당은 국내와 동시에 국외에도 한국어와 한국문화를 보급하여, 세계 각국의 사람들에게 한국문화 이해를 증진한다. 공자학원 같은 경우, 국외에만 설립하였을 뿐, 중국내에 있는 외국인과 소수민족에 대한 한어교육은 겨냥하지 않았다. 중국 해양대학교 세종학당은 중국에서의 세종학당의 운영현황을 보여주고 있는 한 사례이 다. 언어 교육 과정은 초급반과 중급반으로 나누고 학생과 직장인을 대상으로 가르치고 있고 한국사회와 문화에 대해도 소개한다. 또한 ‘세종강단’을 개설하여, 수강생들에게 있어 한국사 회와 문화를 심도 있게 이해하는 계기가 되었다. 한국세종학당과 중국공자학원은 서로 비슷한 점도 있지만 각자의 특색도 있다. 양측을 본 보기로 삼아 점진적으로 발전하여 목표를 실현하고, 중한 양국민의 이해와 중한 양국의 우의 는 날로 발전하기를 바란다. 중국과 한국은 세계 각국에 공자학원과 세종학당을 건립한 후에 우리의 언어와 문화를 공 부하는 외국인들은 점점 많아지고 있다. 이런 사회의미, 문화의미 그리고 현실의미는 앞으로 더욱 부각될 것이다. 그러므로 우리는 공자학원과 세종학당의 발전현황, 건설적인 의미, 그리 고 부족한 점은 노력하여 찾고 연구하는 것이 필요하다. 우수함과 특색은 더욱 발휘하고, 부족 한 점은 개선방법을 찾아야 하며, 공자학원과 세종학당은 끊임없이 세계에서 영향력을 행사하 여, 점진적으로 계속 발전하기를 기원한다.
