This study is aimed to suggest various kinds of ways to improve professionalism of juvenile protective disposition. Many juvenile delinquents in juvenile protective disposition had social and environmental difficulties such as a disappearance from their home, a broken family, and school misadjust, before they committed crimes. It would not be easy to prevent repetition of an offense without addressing their complicated problems. So, providing integrated and professional services with clients in the process of juvenile protective disposition is required to intervene in their intricate difficulties. To accomplish it, most of all, diverse correctional social welfare-related programs and community-based treatment to protect crimes are demanded in carrying out juvenile protective disposition. Also, a unified case management based upon strength perspective and restorative justice are requested. In addition, the cooperative network for the delivery of services in the public and the private sector is required. Correctional programs which help communities as well as families and schools to get in on juvenile protective disposition should be planned in a proactive manner. Finally, the cases in the juvenile protective dis-position system must be regarded as young people who should be protected, and not punished.

본 연구는 소년보호처분의 전문성 강화를 위해 사회복지 관점의 다양한 실천방법을 제시하는데 목적이 있다. 소년보호처분을 받고 있는 소년범죄자의 범죄 전의 삶의 세계는 가출, 가정의 해체, 학교부적응 등의 사회 환경적 어려움에 노출되어 있는 경우가 많다. 소년보호처분과정에 소년범죄자의 복합적인 욕구에 대한 개입이 이루 어지기 전에는 처분 후에 재범을 예방하기에 한계가 있다. 소년을 둘러싼 복합적인원인과 문제에 대응하기 위해서는 전문성에 기초한 통합적인 교정복지 서비스체계가 요구된다. 이에 소년보호처분은 보호와 예방을 위한 사회내 처우와 프로그램의 다양화가 필요하며, 강점관점 시각에 기반 된 통합적 사례관리와 회복적 사법정의에 기초한 개입이 요구된다. 처벌위주의 접근보다는 공공과 민간차원의 네트워크 협력체계를 통한 통합적인 서비스전달체계 구축과 가족, 학교, 지역사회가 참여하는 교정프로그램으로 확대되어야 한다. 소년보호처분은 범죄소년을 처벌의 대상이 아니라 보호대상으로 보고 교정프로그램을 통해 재범을 방지하고자 노력이 선행되어야 한다.
