Busan City is the second largest city in Korea with heavily preserved traditional ways of living. Amidst these times of high-tech advancements, Busan exists as an old city still utilizing ancient infrastructures built ages ago such as bridges and roads that present high-risks for injury and mortality. In 2010, injury statistics show that in Busan, suicide ranks highest followed by traffic accidents, fall, drowning, homicide and others. Compared to other cities, Busan now ranks second in highest traffic accident rates while it ranks first in terms of suicide rates. The city and its people exclaimed the profound need for safety measures and therefore began the Busan Safe City Project during the second quarter of 2009. When the World Health Organization created the International Safe Community Network, with the welfare of its beloved citizens in mind, Busan aimed to take part and be certified as a Safe Community. Through this project, we developed international safe community model of Busan metropolitan city. With everyone’s help, the city continues to strive to be a Healthy, Safe, and Dynamic Busan.

본 연구는 서울특별시 및 6개 광역시 중에는 가장 높은 손상사망율을 보이고 있는 부산시를 지금까지의 선례 없는 대규모로, 최 단기간인 3년내 국제안전도시로 성공적으로 공인받기 위하여 공인 전략을 수립하고 연차별 사업내용을 도출함으로써 사업 모델과 실천방안을 마련하고자 시도되었다. 본 연구를 통하여 부산 시민들의 실질적인 안전증진에 이바지할 수 있는 사업으로 추진하기 위한 근거중심의 구체적인 프로그램으로 도출될 수 있는 접근 전략도 모색하였다. 본 연구를 통하여 WHO 공인기준에 근거한 부산광역시 특성화 전략을 수립할 수 있는 방안을 연차별로 도출하였고, 부산광역시의 손상지표를 도출하고, 국가통계로 승인받음으로서 신뢰도 높은 손상지표를 도출하였다. 또한 안전관련 사업을 총체적으로 파악하고, 부산광역시청, 구․군청, 경찰청, 교육청 등 시 기관과 시민단체로 구성된 안전전문가의 네트워크을 구축하였으며, 모든 연령과 계층, 특히 노인과 어린이, 저소득층의 취약 계층을 위한 안전사업을 우선적으로 추진함으로써, 부산시민의 시정에 대한 신뢰가 증진될 수 있는 계기가 될 것으로 기대된다.
