The purpose of this study is like the following. First, through preceding example analysis, understand the contents of urban planning for shrinking cities following decrease in population. Second, among the contents above, deduct the possibility of application to small and medium size cities in Jeollanam-do. Third, by applying this, verify the usefulness of urban planning for shrinking cities. The first research examples of the purpose of the study are the 3 countries of EU, the US and Japan and 1 city each of provincial cities of each of the countries. The third research examples of the purpose of the study are 18 cities to which New Urbanism of the US is applied and 18 small and medium size cities in Jeollanam-do Korea. The background of this study is like the following. The most small and medium size cities in Jeollanam-do shows continuous decrease in population. Nevertheless, these cities' governments are establishing urban planning of expansion of target population and land use. The result of this study is like the following. I could know that Compact City theory and New Urbanism theory of preceding countries can be applied to small and medium size cities in Jeollanam-do through the result of analysis on their application examples. Especially, it could be applied usefully to reorganization of urban spacial structure of small and medium size cities in Jeollanam-do
