The purpose of the research is to introduce the concepts of the creative class, the creative industry, and the creative city and their historical and theoretical background. And then, the research is to derive the possible strategies and policy implications for building the Daejeon, which is the most high technology city in Korea, as the creative city. There has been a growing emphasis on the role of the creative class and creative industries to make the creative city. This paper attempted to bring a more understanding of the role of the creative class and industries and amenities in making the creative city. Further, it tried to provide its policy makers with better guidance in fashioning policies to encourage the growth of Daejeon as the creative city. This research explored crucial factors in the attraction of the creative class and industries that drive the development of the creative city. As the result of the research, the amenities and the leading large companies located in Daejeon are the most important objects of the creative city to spark and sustain the growth of the creative class and industries in the region. However, the arguments of amenities emphasized by Florida is not true in Daejeon. Instead, the city of Daejeon should be able to timely respond to demand that expands as the new creative class move to the area. This research also found that even though local amenity is an important factor to attract the creative class and industries, amenity is viewed as one necessary but insufficient in making a creative city. Amenity should be only one component within many of development strategies to attract the creative class and industries.
