The purpose of the paper is to measure technical efficiency, scale economy, and productivity growth, and to decompose and estimate productivity change into efficiency change and technical change for 23 service industries in Busan. The levels of technical efficiency were very different among 23 service industries and such big gaps had almost been kept for 1996-2001. The average scale efficiencies of 23 service industries are distributed between 0.808 and 0.819, which are considerably deviated from maximum efficiency level. The productivity changes annually increased 1.5% , of which not the technical change but the efficiency change that grew up 1.4% annually was a main component to productivity growth. The industries which show fast productivity growth over 5% are information treatment & other computer equipment, movies & broadcasting & performance industry, business supporting service, wastewater & waste disposal & cleaning service, professional science & technology service, and automobile sale& vehicle fuel- retail sale service.
