New planning techniques and tools are required in the process of Second Stage New town Development. Environmental friendly and ecological planning techniques have been introduced, and more analytical and systematical approaches are needed, on these new techniques. In this study, these newly introduced planning techniques are analyzed and compared, and proposed as forms of indices, for the purpose of more effective planning establishments. Future prospective of living environment is proposed, as ecological sustainability, social sustainability and economical sustainability. Depending on these prospectives, four frameworks - livability, environmentality, sustainability and life-cultural factors are proposed, and these are analyzed successively as planning goal - planning directions - planning indices. Considering the typological differences of new towns, the planning indices are classified according to stage and level of index application.
